The ICT & Digital Innovation Section, UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to assist knowledge management and sharing activities that aid the implementation of digital transformation (DX) initiatives conducted by UNICEF in the East Asia and Pacific Region.
Work Assignment:
The consultancy focuses on 4 major tasks (mentioned below) within the scope of the GoJ project.
Task 1: Technical Assistance and Capacity Building
The consultant will support and coordinate with the project’s videographer(s) and other technical/communications staff to ensure the adoption of the best storytelling and communication strategies. Conducting onboarding sessions with the videographer and facilitating discussions on best practices in storytelling and communication strategies.
Task 2: Visibility/Communication and Distribution Plans
Developing and implementing comprehensive plans and reports that coordinate story pooling and align with key project milestones.
Task 3: Stakeholder Engagement
Organizing targeted meetings with Country Offices and external partners like videographers to ensure cohesive messaging and resource optimization.
Task 4: Visibility/Communication and Knowledge Management Products
Production of one human interest story per country office annually, contributing to annual and donor reports. Showcasing success stories or featured stories focusing on specific topics, angles for the region, and stories from previously unreached areas like a village in Cambodia or a distant island in the Pacific.
Types of Communications and Knowledge Management Products include articles or blogs on digital health/EIR/IIS, press releases for milestones, partnerships, regional feature stories, photo essays highlighting project impacts, newsletters for the Government of Japan, knowledge-sharing sessions like brown bags sessions, webinars, and interactive learning, knowledge management products including lessons learned and policy briefs.
Assignment 1: Enhance visibility/comprehension of GoJ project’s positive impact and improve internal knowledge management and knowledge sharing.
Expected deliverable 1:
• Planning documents, including mission schedules, and stakeholder mapping including RO, CO, HQ, DICE, GoJ and others (Task 1).
• A comprehensive GoJ project visibility plan created and documented according to the guidance note on Visibility/Recognition. Timely dissemination of the communication plan for five months (Task 2).
• At least 2 meetings focused on the initiative visibility conducted with the participation of Country Offices’ focal points videographer and relevant stakeholders (Task 3).

Assignment 2: Enhance visibility/comprehension of GoJ project’s positive impact and improve internal knowledge management and knowledge sharing.
Expected deliverable 2:
• A monthly progress report: updated planning documents, including mission schedules, and stakeholder mapping including RO, CO, HQ, DICE, GoJ and others (Task 1).
• At least 2 meetings focused on the initiative visibility conducted with the participation of Country Offices’ focal points videographer and relevant stakeholders (Task 3).
• At least 1 story/visibility piece or knowledge management product (Task 4).

Assignment 5: Enhance visibility/comprehension of GoJ project’s positive impact and improve internal knowledge management and knowledge sharing.
Expected deliverable 5:
• A monthly progress report: updated planning documents, including mission schedules, and stakeholder mapping including RO, CO, HQ, DICE, GoJ and others (Task 1).
• At least 2 meetings focused on the initiative visibility conducted with the participation of Country Offices’ focal points videographer and relevant stakeholders (Task 3).
• At least 1 story/visibility piece or knowledge management product (Task 4).
• KM mid-year report created and presented reviewing and forecasting internal/external communication activities. KM plan handed over with forecasting of internal/external communication activities (Task 2).

Expected deliverable 6:
• A monthly progress report: updated planning documents, including mission schedules, and stakeholder mapping including RO, CO, HQ, DICE, GoJ and others (Task 1).
• At least 2 meetings focused on the initiative visibility conducted with the participation of Country Offices’ focal points videographer and relevant stakeholders (Task 3).
• At least 1 story/visibility piece or knowledge management product. (Task 4).

• At least 1 story/visibility piece or knowledge management product (Task 4).

• A final report: updated planning documents, including mission schedules, and stakeholder mapping including RO, CO, HQ, DICE, GoJ and others (final Task 1).
• At least 2 meetings focused on the initiative visibility conducted with the participation of Country Offices’ focal points videographer and relevant stakeholders (final Task 3).
• At least 1 story/visibility piece or knowledge management product. (final Task 4)
• End of Project Reporting/Donor Reporting by compiling all visibility/comms products and providing writing/editing (final Task 2).
Delivery schedule: 31/01/2025
Duration of Contract: 1 June 2024 – 31 January 2025 (160 days throughout 8 months)
Duty Travel: Duty travel, upon approval by the supervisor, is expected to a minimum of six countries from a total of 10 of the projects.

Educational Background: Preferable master’s degree in communications, Marketing, Public Relations, Journalism, or a related field. 5 years’ experience in lieu of master’s degree.
Relevant Work Experience: Proven experience in communications, with a focus on digital transformation projects. Previous work in similar roles involving the implementation of digital initiatives.
Digital Literacy: Strong understanding of digital technologies, trends, and tools. Familiarity with digital communication platforms, and content management systems.
Strategic Communication Skills: Ability to develop and implement strategic communication plans aligned with the goals of digital transformation projects. Strong storytelling and message development skills to convey complex technical concepts to diverse audiences.
Stakeholder Engagement: Experience in engaging and building relationships with various stakeholders, including internal teams, external partners, and target audiences.
Content Creation: Proficiency in creating various types of content, including written, visual, and multimedia materials. Knowledge of graphic design tools and video editing software.
Knowledge of Industry Standards: Familiarity with industry standards and best practices in digital communications and marketing.
