Consultant to deliver technical training in public employment services and TOT in Career Guidance

BACKGROUND
The ILO aims to raise awareness among youth about accessing the labor market, with a special focus on the green economy, by equipping them with the necessary skills and knowledge to start and grow green businesses. This will be facilitated through a Training of Trainers (ToT) workshop, utilizing the ILO’s “Building My Future at Work” guide series:

The ToT will prepare selected trainers to deliver these step-by-step guides to young people, ensuring the long-term sustainability of this knowledge transfer.
Additionally, in partnership with UN-HABITAT, the ILO is implementing a project in Basra to enhance public employment services (PES). As part of this initiative, a PES center has been established in Basra, and a PES manual has been developed to guide employment department staff across Iraq. The project will also include capacity-building training for PES staff in Basra, based on the manual and its corresponding training materials.
These workshops will be held in person, with the PES training taking place in Basra and the ToT workshop in Erbil, between October 15 and November 5. ASSIGNMENT OBJECTIVES
The objective of the consultant assignment is to provide expert guidance and support in the capacity-building of Public Employment Services (PES) staff in Basra, utilizing the newly developed PES manual and training materials. The consultant will also lead the Training of Trainers (ToT) workshop in Erbil, aimed at equipping trainers with the skills and knowledge to effectively deliver ILO’s “Building My Future at Work” guides to youth. This assignment will contribute to improving access to the labour market, particularly in the green economy, and ensure the long-term sustainability of these initiatives. SCOPE OF WORK

Capacity Building for Public Employment Services (PES) Staff:

Conduct in-person training sessions for PES staff in Basra based on the developed PES manual and training materials for 4 days using proactive training methodologies.

Provide hands-on guidance and support to enhance the staff’s ability to deliver effective employment services.

Ensure that the PES staff are equipped with practical skills to utilize the manual for job placement, career counseling, and labor market services.

Conduct Pre and Post assessment.

Training of Trainers (ToT) Workshop:

Lead the ToT workshop in Erbil, preparing selected trainers to effectively deliver ILO’s “Building My Future at Work” guides to youth for 6 days.

Develop proactive training methodologies that align with the ILO’s step-by-step approach and ensure the sustainability of knowledge transfer including training methodologies for adults.

Facilitate interactive sessions and provide feedback to trainers to ensure their readiness to mentor youth in green economy-focused entrepreneurship.

Conduct Pre and Post assessment.

Training Material Adaptation and Improvement:

Review the existing training materials for the PES manual and “Building My Future at Work” guides, identifying areas for enhancement or adaptation based on the target audience’s needs.

Customize training materials to ensure they are culturally relevant and aligned with local labor market conditions.

Reports:

Assess the effectiveness of both the PES training and the ToT workshop through pre- and post-training evaluations.

Provide a comprehensive report detailing the outcomes, participant feedback, and recommendations for further capacity-building initiatives.

List of the TOT’s participants who are qualified to deliver training to youth using “Building My Future at Work” guides.

DELIVERABLES
The consultant is expected to submit the following deliverables:
Deliverable (1): Inception Report

Review the training materials for PES manual and TOT.

Work plan to complete the PES and TOT.

Agenda for both training and tentative dates for travel.

Updated training materials for each training if any.
Deliverable (2):

A summary report of the PES manual training in Basra for four days.

A summary report of the TOT in Erbil for six days.

Evaluation assessment (pre & post) for each training.

List of the TOT’s participants who are qualified to deliver training to youth using “Building My Future at Work” guides. SELECTION CRITERIA: Qualifications and Expertise:
The consultant should meet the following qualifications and possess the necessary expertise:

Advanced university degree in Human Resources, Public Administration, Labor Economics, Business Administration, Social Sciences, or a related field.

Minimum of 7-10 years of professional experience in public employment services, vocational training, career guidance or capacity building initiatives. In addition to experience in delivering related training for adults.

Proven experience in delivering Training of Trainers (ToT) workshops and capacity-building programs in employment services or career guidance especially with ILO.

Experience in the context of Iraq would be an asset through training, research, development, etc.

Expertise in designing and delivering training programs, including the ability to adapt materials to local contexts and specific target groups.

Expertise in deliver training and/or coaching for the ILO’s “Building My Future at Work” guides to youth or other related tools.

Experience working with international organizations (e.g., ILO, UN agencies) or projects focused on employment services, career guidance, green economy initiatives, or entrepreneurship development.

Fluency in Arabic as the trainings will be delivered in Arabic, and good level in English for reporting.

SUPERVISION

The consultant will conduct the assignment under the overall supervision of the PSD-GREEN project manager, and the Sr. Project officer.

Technical Proposal
The External Collaborator shall describe in the Technical Proposal how it intends to meet the requirements described in the Terms of Reference.
In preparing the Proposal, the External Collaborator shall review all requirements and will reflect its understanding of and approach to meeting these requirements in the Proposal.
In preparing the Technical Proposal, the Excol shall provide details of the proposed project methodology and implementation and management plan as well as CVs which will deliver the works specified in this TOR.
The External Collaborator may also add any other document and information to demonstrate its technical and professional capacities and competencies to fulfil the requirements as specified in the Terms of Reference

Evaluation Process and Criteria
Proposals will be reviewed and evaluated by an Evaluation Panel to determine compliance with the requirements specified in the Request for Proposal (RFP). A two-stage procedure will be utilized in evaluating the proposals:

Technical Proposal (70% of total grade) will be evaluated first, followed by the consideration of Financial Offers (30% of total grade).

Familiarity with the Iraqi context or similar socio-economic environments.

Note: Proposals from non-Arabic speakers will be excluded, as the training will be conducted in Arabic.
Financial Proposal
During the second stage of the evaluation, the Financial Offers (30% of the total grade) of all bidders who have attained at least the minimum score during the technical evaluation will be compared.

Flight Tickets: ILO will handle the arrangement of flight tickets.

Travel Allowances: Daily Subsistence Allowance (DSA) for travel to Basra and Erbil will be calculated as follows: Location Days Daily Rate (USD) Total Allowance (USD)
