JOB DESCRIPTION

The Organizational Setting

The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The Air Navigation Bureau provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) using a Continuous Monitoring Approach (CMA) that monitors all States on a continuous basis.

The Safety and Air Navigation Oversight Audit Section (OAS) of the Monitoring, Analysis and Coordination (MAC) entity of the Air Navigation Bureau (ANB) is responsible for the implementation of the ICAO USOAP, which is aimed at ensuring the effective implementation by ICAO Member States of safety-related Standards and Recommended Practices (SARPs) and associated procedures using a continuous monitoring approach. The Section is responsible to identify safety deficiencies in Member States by conducting various USOAP activities such as safety oversight audits, ICAO Coordinated Validation Missions (ICVMs), off-site validation activities, assess associated safety risks, and develop assistance strategies. The Section is also responsible for reporting on audit findings and for determining the impact on aviation safety arising from the lack of effective implementation of the critical elements of a State safety oversight and aircraft accident and incident investigation systems.

The incumbent reports to the Chief, Safety and Air Navigation Oversight Audit Section (OAS), with whom s/he consults on complex technical issues. Furthermore, the incumbent is responsible for the execution, evaluation and reporting of the projects under the USOAP CMA. The supervisory level includes, technical supervision, coaching and training if necessary, as well as performance evaluation, delegation and distribution of tasks and decision on priorities.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Coordinates /supervises activities performed by Portfolio Holders (PHs) /Technical Officers (TOs), achieving results such as:

  • Ensure State-specific contents of USOAP CMA online framework and iSTARS are updated.
  • Assign and distribute duties to the TOs/OAS and seconded personnel in their role as PHs.
  • Ensure proper coordination with PHs designated by ICAO Regional Offices as well as Regional Continuous Monitoring Coordinators (RCMCs).
  • Manage the information contained in the USOAP online framework.
  • Coordinate with State National Continuous Monitoring Coordinators (NCMCs), staff from ICAO Regional Offices, and staff from other ANB Sections on USOAP-related matters.
Function 2 (incl. Expected results)

Contributes to the USOAP CMA, achieving results such as:

  • Identify priority States for USOAP CMA activities.
  • Follow the status of implementation of States’ corrective action plans (CAPs) and propose follow-up action, as necessary.
  • Assist C/OAS in the development and preparation of reports and working papers for the Assembly, the Council of ICAO and the Air Navigation Commission (ANC), as required.
  • Contribute to the establishment of State Safety Profiles under USOAP.
Function 3 (incl. Expected results)

Plans and schedules on-site USOAP CMA activities, achieving results such as:

  • Assist C/OAS in liaising with ICAO Member States on issues related to USOAP CMA activities.
  • Support the creation and maintenance of the annual plan of USOAP CMA activities.
  • Recommend Team leaders (TLs) and Team members (TMs) for USOAP CMA activities and get the approval of C/OAS.
  • Conduct analyses of audit findings and CAPs submitted by States to enable ICAO, States and international organizations to prioritize actions to resolve safety concerns.
  • Review audit findings, reports, CAPs and any other State information. Review updates on the progress submitted by States on the level of implementation of the eight critical elements of a State safety oversight and aircraft accident and incident investigation systems for posting on the public website of ICAO and USOAP online framework.
  • Perform quality control on audit and validation reports and related documentation to ensure consistency and adherence to the established report preparation standards and requirements.
Function 4 (incl. Expected results)

Supports the implementation of USOAP CMA, achieving results such as:

  • Participate in the development of tools to support USOAP CMA.
  • Assist the Quality Manager (QM/USOAP) in ensuring that the USOAP quality system is implemented and maintained in accordance with the Quality Manual, Quality Management System Procedures and Work Instructions.
  • Ensure, in coordination with QM/USOAP, the standardization and quality of OAS products and harmonization of various documents.
  • Contribute to the improvement of the USOAP Quality Management System by applying quality assurance techniques and participating in the conduct of internal audits, in accordance with ISO requirements.
  • Analyze results of USOAP CMA activities to provide guidance and input in the development and maintenance of support tools.
  • Provide input to the development and maintenance of the USOAP CMA online framework secure website and other CMA-related websites to ensure USOAP CMA management transparency and dissemination of the results of the USOAP CMA activities.
  • Participate in the preparation of CMA activity-related training material and the conduct of auditor training courses and seminars/workshops in accordance with the Quality Management Systems Procedures (QMSPs).
  • Participate in quality management planning and improvement of the USOAP CMA management and administration.
  • Assist C/OAS in the planning and execution, as necessary, of all additional activities of the programme such as: development, publication and maintenance of USOAP CMA activity-related documentation (guidance material) for the use of Member States; and development, publication and maintenance of manuals and handbooks required for the management and administration of USOAP CMA.
Function 5 (incl. Expected results)

Participates in USOAP CMA activities, achieving results such as:

  • Ensure and maintain the quality of USOAP CMA activities to be conducted through the provision of training, guidance and briefings to TMs and TLs, as required.
  • Provide guidance and assistance, as necessary, to team leaders in the preparation of the State-specific USOAP CMA activity.
  • Prepare for, and participate in, the conduct of USOAP audit and validation missions, either as a TL or TM, to determine compliance with the Chicago Convention or national regulations, conformance with ICAO Standards and adherence to ICAO Recommended Practices, procedures and aviation safety practices.
  • Represent ICAO in international and regional USOAP CMA activity-related meetings, conferences, symposia, and other events.
  • Study periodicals, reports and manuals to keep abreast of developments and trends relating to aviation safety in general.

Qualifications and Experience
Education

Essential

An advanced-level university degree (Master’s degree or academic equivalent) in an aviation-related technical discipline, or in a related field is required. A first-level university degree in combination with two additional years of qualifying experience in an aviation-related technical discipline, or related field, may be accepted in lieu of the advanced university degree.

Professional experience

Essential

  • A minimum of seven (7) years’ experience working in an aviation environment, such as an approved organization or entity involved in aviation personnel licensing, flight operations, airworthiness of aircraft, aircraft accident and incident investigation, air navigation services or aerodromes and ground aids.
  • At least five years’ experience in a State civil aviation authority as a safety oversight inspector, or in a State aircraft accident and incident investigation authority as an investigator.
  • A certified USOAP auditor.

Desirable

  • Certification as a USOAP auditor in the area of air navigation services (ANS).
  • Experience in the implementation of quality management systems and/or safety management systems.
Languages

Essential

•      Fluent reading, writing and speaking abilities in English and either French or Spanish.

Conditions of Employment

It should be noted that this post is to be filled on a fixed-term basis for an initial period of 2 years (first year is probationary for an external candidate).

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code (Staff Regulations).

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
