JOB DESCRIPTION

The Position:

The position of Coordinator, Administrative Agent (AA), UN  Funding Compact, and International Aid Transparency Initiative (IATI) functions, is located in the Public Funding and Financing Branch (PFFB), Division of External Relations (DER), UNFPA headquarters, in New York. The incumbent of the post reports to the Chief of PFFB.

Job Purpose:

Under the overall guidance and supervision of the PFFB Chief, the incumbent performs tasks to achieve the following corporate results:

1. Performing the function of Administrative Agent (AA) for UN pooled-funds, for which UNFPA acts as the AA, including ensuring that the associated accountability framework is fully operationalized within UNFPA business operations;

2. Maintaining and reporting, where necessary, accurate and complete data on UNFPA’s development activities in order to meet the IATI requirements. Strengthening the availability of information and the regular sharing of knowledge on IATI within UNFPA; and representing UNFPA in high-level IATI-related meetings and events;

3. Serve as corporate focal point for donor assessments such as MOPAN and DER coordinator on risk assessment and accountability issues, including participation in the Oversight Compliance and Monitoring Committee (OCMC).

You would be responsible for:

1. Administrative Agent function for UN pooled-funds and associated accountability framework fully operationalized within UNFPA business operations.

a) Fund/Programme design:

  • Supports the development of thematic portfolios;
  • Translates new UN joint fund/programme objectives and theories of change into detailed fund architecture, scope and governance structures; identifies cost and risk drivers; evaluates and monitors financial viability;
  • Negotiates and finalizes contribution agreements using pre-established legal agreements and making adjustments as required.

b) Fund Administration and Result-Based Reporting:

  • Oversees the administration of the UNFPA AA portfolio;
  • Manages annual reporting for the UNFPA AA portfolio;
  • Coordinates and responds to any audit observations made on the portfolio operations and ensures follow-up actions are taken on agreed recommendations;
  • Leads and coordinates the update and maintenance of the AA data visualization portal.

2. Business promotion optimized and inter-divisional synergies and systems linkages identified to strengthen administrative management center of excellence.

a) Coordination, Representation and Networking:

  • Raises awareness amongst the donor community, UN system and external partners and represents UNFPA in the appropriate thematic inter-agency fora including in subsidiary mechanisms of the UNSDG such as the Fiduciary Management Oversight Group (FMOG);
  • Actively collaborates and coordinates with Programme Division and Media and Communications Branch of DER regarding the external communication on the AA portfolio through website postings, periodic publications and public meetings;

b) Knowledge Management and Advisory Services:

  • Identifies and articulates lessons learned on the operations of the portfolio and leads and actively contributes to the formulation of guidelines, procedures and policies that would further improve the efficiency and effectiveness of their operations;
  • Provides advisory services, upon request, for new UN joint fund start-ups, including (a) the establishment of joint fund secretariats (interim staffing, formulation of operational manuals, etc.); and (b) risk management (including assessment and accreditation of the fiduciary capacity of partners).

c) Administrative Management Centre of Excellence:

  • Jointly explores solutions to closer linkages between systems (GPS, IATI, Transparency and AA portals, performance dashboards, etc.) to strengthen UNFPA’s value proposition and business case for being an AA;
  • Monitors and supports UNFPA field offices on Joint Programmes where UNFPA is AA.

3.  Accurate and complete data on UNFPA’s development activities accessible to meet IATI requirements

a) Managing timely releases of reliable UNFPA data to the International Aid Transparency Initiative (IATI) and maintaining an implementation schedule according to UNFPA’s commitment to the international community;

  • Representing UNFPA in matters related to IATI, ensuring regular communications with internal and external stakeholders, while maintaining close collaboration with transparency leadership at partner governments and organizations in order to maintain the highest level of confidence and trust in UNFPA;
  • Coordinating the drafting, approval and updates to policies related to data disclosure and transparency;
  • Regularly assessing the data gaps and advising on the development of tools that empowers UNFPA to release data from a single source.

b)      Strengthened availability of information and expertise as well as increased sharing of knowledge on IATI within UNFPA. 

  • Acting as a change agent on IATI, engaging with senior management to raise awareness and contribute to strengthening the risk management and transparency culture at UNFPA;
  • Collaborating closely with UNFPA’s different units for knowledge sharing on IATI for corporate, field, and project personnel and their implementation at UNFPA;
  • Accessing global best practices employed by other organizations that have implemented IATI standards, sharing them with internal and external stakeholders.

4. Serve as corporate focal point for joint assessments such as MOPAN and DER coordinator on risk assessment and accountability issues, including participation in the Oversight Compliance and Monitoring Committee (OCMC).

Qualifications and Experience: 

Education:  

Advanced university degree with specialization in business administration, financial management, public administration, or a related subject in the international development field.

Knowledge and Experience: 

At least 10 years of relevant progressively responsible professional experience, including experience at the country and international level, preferably with previous experience/exposure to the UN operational activities and sustainable development system;

  • Good written and oral communication skills;
  • Proven experience with fund management and financial reporting;
  • Proven familiarity with UN Funding Compact, joint, pooled and other thematic instruments;
  • Ability to successfully execute fund portfolio management and coordination functions;
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships both within and outside the organization.

Languages: 

Proficiency in both spoken and written English is required. Working knowledge of other UN languages is an asset.
