Coordinator, National Society Development and Membership Services

Organizational Context

Job Purpose

The NSD and Membership Services Coordinator for the Central America Delegation supports National Societies (NS) in achieving NSD Framework goals aligned with the IFRC 2030 strategy. He/she offers tailored strategic advice and coordination to enhance NS ‘operational effectiveness and capacity. As part of the Membership Services team, he/she facilitates learning processes, supports organizational development, and manages the NSD portfolio. Collaborating with other cluster units, he/she will advance the NSD agenda and manage associated risks. This role involves providing comprehensive technical support to enhance NSD initiatives and maintaining productive relationships with National Societies’ senior management. The focus is on updating operational methods, addressing internal challenges related to organizational development, and ensuring relevant, accountable, and sustainable support to National Societies. This includes establishing legal, ethical, and financial foundations and implementing effective planning and execution systems. In addition, he/she works closely with the Head of the Country Cluster and deputize as needed.

Job Duties and Responsibilities

Organizational Development covers all the structural aspects of an organization: vision, governance, strategy, performance and risk management, reporting system, volunteering, leadership, resource mobilization, quality processes, etc. Altogether, the organization can deliver efficiently its core business services. A developed or strong National Society will contribute to the strength of the IFRC and the Movement.

Under the policy direction of Strategy 2030 and other related doctrine or policy guidance documents, such as the conceptual and operational framework of the National Society Development Framework, the NSD and Membership Services coordinator supports organizational development initiatives to modernize Central America National Societies addressing key internal challenges.

Strategic Coordination:

  • Provide regular strategic overview on NSD, Membership services to the IFRC management (Head of CCD and ARO Technical lead) and monitor progress.
  • Mobilise the human and financial resources required for the organisational and volunteering development programs and initiatives.
  • Promote integrated approach to organisational development with programs/projects, services, and operations
  • Contribute, as a part of the IFRC global NSD practitioners’ team, to the quality development of the NSD initiatives

Membership services and NSD Coordination and support:

  • Ensure National Societies in the region are fully aware of NSD strategies and tools, as well as of existing regional capacities for support and avenues to access resources for their own development.
  • Support National Societies to develop coherent strategies and capacities aligned with S2030, Nassau Accord, Agenda for renewal, and NSD COMPACT and framework to become more efficient, accountable, and sustainable organizations.
  • Act as a focal point in Central America for all OD matters by advising and referring National Societies to the right source of information, or to the better positioned party to assist them in following 7 key areas:
    • Leadership and strategic visioning and planning.
    • Auxiliary role and NS positioning.
    • Financial sustainability.
    • Financial and Management systems and controlling, including integrity and risk management.
    • Structural review together with its functions and processes.
    • Branch development.
    • Volunteer development and youth
  • Promote and support on the assessment of the NS needs and planning for their sustainable self-development, which includes drawing on analysis from the Organisational Capacity Assessment and Certification Process (OCAC), Branch Organizational Capacity Assessment (BOCA); PER and/or other processes.

Job Duties and Responsibilities (continued)

  • Promote and support the continuous strengthening of leadership competencies and good governance,
  • Support Head of CCD and National Societies on how to prevent, mitigate and address institutional risks, protect integrity against fraud and corruption and promote accountability at all levels using the instruments, policies and resources available in the International Federation.
  • Ensure that a Peer-to-Peer support mechanism is promoted and that proper knowledge sharing, and recognition of National Society development efforts is captured and disseminated, while also promoting the development and sharing of case studies and best practices with the Regional and Global Networks.
  • Promote and facilitate applications for Empress Shoken Fund, NSIA and the Capacity Building Fund (CBF) and follow up implementation.
  • Support the promotion and participation of NSs in international conferences and seminars.
  • Foster a participative culture that values high performance, accountability, continuous improvement and learning and innovation.

Project management

  • As a budget holder, ensure the sound management (inclusive finance and implementation) of overall NSD projects under his/her responsibility)
  • Ensure effective management in planning, monitoring, evaluation, and reporting of projects.
  • Ensure all activities adhere to IFRC policies and procedures.
  • Be accountable on progress of results.

Deputy Head of CCD Responsibilities

  • Deputize for the Head of Country Cluster Delegation in his absence ensuring representation of the International Federation and liaising with counterparts from National Society, Participating National Societies, the ICRC and external partners, within the mandate of the key tasks and responsibilities set in this job description.
  • In his absence deputize for the Head of Country Cluster Delegation to ensure continuity of operations/actions.
  • Provide management oversight of and support to all staff, including direct report lines of the Head of Country Office during his/her absence.

Education

Required

University degree in Management, Organisational Development, International Relations Public Administration/policy and/or any other relevant area

Preferred

Advanced university degree (master’s or equivalent)

Experience

Required 

Minimum of 5 years of working experience in humanitarian and or development sector

Demonstrated experience and knowledge in project management 

3 years of relevant professional experience of progressive career development and growth, working in the RC/RC Movement (National Society, IFRC or ICRC,)

Preferred 

Working knowledge of IFRC’s Organizational Development and volunteer development policies and tools including the NSD Framework, National Society Strategic Planning and National Society Self-Assessment

Required 

  • Fluent spoken and written English and Spanish

Preferred 

  • Knowledge of methodologies, systems, techniques in OD/CB consultancy and change management
  • Demonstrated track record in contributing to a learning culture, sharing knowledge and new approaches to engaging partners.
