Coordinator, Programs – NCDs and MNCH

Yemen faces a critical health situation exacerbated by ongoing conflicts, leading to inadequate healthcare infrastructure and limited access to essential maternal and newborn medical services. This acutely affects both mothers and newborns, both of whom are particularly susceptible to avoidable morbidity & mortality without basic emergency obstetric and newborn care. IMC in partnership with KSR, plans to implement a 2 year project to enhance healthcare services for pregnant women and newborns in Yemen for an improved maternal and newborn health outcomes

Job Summary: The purpose of the role is to provide overall direction, leadership, coordination, planning, and organizing of project finances, personnel, and other resources to achieve quality and timely results. This will include managing external relationships and reporting throughout the program cycle. To this end, the post holder will serve as the primary point of contact with Hospital staff, MoPHP, NOC, and other key stakeholders who influence or contribute to the success of the program. The Program Coordinator will drive and take necessary actions for achieving value for money (VfM), including effectiveness, efficiency, economy, equity, and sustainability.

The post holder is accountable to the Director, Country Programs and will receive technical oversights and guidance from the Medical Director and the global advisors for Health and Mental Health.

Main Tasks and Responsibilities

Project Management

  • Hold the overall responsibility and accountability throughout the project cycle, including inception, ongoing planning, implementation, monitoring, evaluation, and close-out activities with a specific focus on the following:

Planning
• Develop realistic and evidence-based operational and strategic plans for the project by prioritizing and organizing actions and resources available for achieving project objectives. This is not limited to activities, procurement, MEAL plans, project risk management plans, and financial forecasts.

• Provide overall direction in implementing, monitoring, and reviewing those plans, including supervising the use of project resources and providing necessary oversight controls.

Reporting
• Coordinate with the grants unit to maintain an up-to-date grants tracker and writing of high-quality relevant reports for International Medical Corps, local authorities (MoPHP and SCMCHA-The Supreme Council for the Management and Coordination of Humanitarian Affairs), and the donor.

• Coordinate with the Medical Director and MEAL Coordinator to ensure technical sound project reports based on generated results, challenges, opportunities, and lessons learned.
• Enforce appropriate visibility of International Medical Corps and the donor as per the project communication and visibility plan, while mindful of the safety and security of personnel and beneficiaries to avoid causing harm (Do-No-Harm principle).

Quality and Risk Management
• Lead in determining evidence-based needs for the project and ensure that appropriate resources are in place and properly utilized to achieve the project’s objectives.

• Coordinate with the Medical and MEAL team to ensure a systematized structured, supportive supervision and monitoring of medical services in the supported hospital.

• Deploy appropriate results-based management and agile management tools to timely respond to the prevailing and emerging needs of patients and health workers.

• Conduct regular field visits to evaluate the effectiveness, relevance, and sustainability of project delivery to develop improved methods, and share findings.

Financial Management
• Approving, supervising, tracking, and monitoring project finances as per the approved delegation of authority (DAO) in coordination with finance, logistics, and compliance.

• Coordinate with finance to ensure financial pipelines are timely updated, tracked, and over/under expenditures are adequately explained.

• Coordinate with finance to ensure financial reports for the project are completed and submitted in time to local authorities and the donor where required.

Coordination and External Representation
• You will directly line the manager and supervise all project staff dedicated to this project.
• You will maintain regular coordination with M&E, finance, HR, Logistics, RD, Compliance, and Security departments to ensure smooth operational processes are in place and are supporting the implementation of the program activities.
• Attend relevant coordination meetings and Interface with the national government and relevant agencies as necessary.
• Coordinate effectively with the Health Workers, Hospital management, MoPHP, NOC, WHO, and other relevant local authorities to ensure the implementation of a high-quality project.
• You will interact with relevant technical advisors at H/Q and/or the region.
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values, and standpoint regarding internal and external actors.

Monitoring and Evaluation
• Coordinate with the M&E team to develop and monitor M&E plan for the project, with SMART performance indicators.
• Support the M&EL in establishing the M&E system, data collection tools, and a formal mechanism to capture, monitor, respond to, and act on feedback and complaints from communities.
• Promote participatory M&EL approaches and tools, including integrating M&E into program plans and operations, and outlining how M&E will be implemented at each stage of the project cycle.
• Coordinate with the M&E to ensure project and beneficiaries staff know how to receive, record, and refer (to the CBFRM) feedback and complaints should they be approached by a member of the community.
• Coordinate with the M&E to ensure that project staff and beneficiaries know how to provide basic informed consent (explaining what happens to feedback) complaint, timeline, how they can contact IMC, how/ when they should receive a response from IMC, rights/ limitations regarding anonymous complaints, etc.).
• Based on findings, lessons, feedback, and assessment data generated from the M&E system, identify, and utilize the best approaches to provide communities with relevant and actionable lifesaving and life-enhancing activities and information.

Research, Innovation, and Learning
• Continuously support research, innovation, and learning through the generation, dissemination, and integration of evidence throughout the program cycle.
• Documenting and tracking trends, challenges, and challenges as possible triggers of learning, change, and innovation to improve the fit of program delivery.

Staff Management and Capacity building
• Work with HR to ensure project staff have appropriate Job Descriptions (JDs), and are placed in positions that match their skills, knowledge, and competencies.
• Manage project staff performance according to IMC policy and procedures.
• Coordinate with HR the selection, orientation, training, and supervising direct project staff to ensure their smooth and effective operation, including taking or recommending appropriate disciplinary actions.
• Provide technical oversight and training to staff, with an emphasis on national staff capacity building.
• Work with HR to ensure compliance with local labor laws with Staff management.

Safety and Security Management
• Coordinate with the security team to ensure the safety and security of project resources including staff.
• Provide input into Country Security Standard Operating Procedures (SOPs) as directed by Country leadership.

Minimum Requirements
1. Typically, Medical Doctor with a relevant master’s degree for instance in project management, preventive medicine, public health, or health systems strengthening.
2. Typically, 5+ years of experience in maternal, neonatal, and child health (MNCH).
3. Additional experience in working in oncology is an added value.
4. Typically, 10+ years of relevant and progressive INGO experience in humanitarian or development contexts, including a minimum of 3 years as a senior manager, and 5 years in an operations management role.
5. Typically, 5+ in Project Management in the humanitarian sector
6. Excellent written and spoken Arabic and English proficiency is a MUST.
7. Proficient in computer applications, especially with MS.
8. Word and MS Excel, MS PowerPoint
9. Profound cross-cultural awareness and conflict sensitivity are desirable.
