Project Objective

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corporation (IBI) the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring. IBI partnered with SI to implement the USAID Haiti Evaluation and Survey Services Plus (ESS+) Activity.

USAID/Haiti has engaged Haiti ESS+ to conduct a mid-term evaluation of the Improve Health Service Delivery (IHSD)-Integrated Health Resilience Activity. The findings of this mid-term evaluation will identify demonstrable gains and gaps progress towards core program objectives relating to system strengthening. The findings will also help identifying opportunities, successful tools and approaches to strengthen local partners ‘capacity to implement USAID programs. The findings will further inform what could be adjusted for current and future program implementation.

Position Description

Haiti ESS+ is seeking a cost-effectiveness specialist (CES) consultant to support all technical and management aspects of the IHSD mid-term. The CES will be expected to work closely with the mid-term Team Leader, Evaluation Specialist, Subject Matter Expert, localization & capacity building specialist, a local data collection firm, the Haiti ESS+ team, and the SI headquarters project management team to ensure quality and timely deliverables. The evaluation will run for approximately three months, with an expected level of effort of approximately 30 – 45 days.

This position will be entirely remote.

Roles and Responsibilities

  • Collaborate with the Team Leader on strategic and operational planning, to implement the approved mid-term evaluation design and ensure compliance with all USAID contractual reporting for the evaluation.
  • Under the Team Leader’s guidance, participate in the design and implementation of Improve Health Service Delivery evaluation-related methods and instruments. Provide expert recommendation on how resources should be allocated to maximize program within available budgets.
  • Ensure that cost-effectiveness analysis to USAID’s 2024 Cost-Effectiveness Guidance and methodologies.
  • Use proven cost-effectiveness approaches to identify both forward-looking assessments of an intervention; and estimates of selected intervention’s actual-effectiveness by IHSD in Haiti.
  • Offer insights into how program adjustments could improve cost-effectiveness without compromising the quality of outcomes.
  • Participate in USAID meetings and internal evaluation team meetings.
  • Ensure all deliverables reflect the realities and expertise from the cost-effectiveness lens.
  • Work closely with the survey team, ESS+, and SI HQ project personnel.
  • Participate in the data collection and analysis, ensuring data quality.
  • Support writing all deliverables associated with the evaluation; including, but not limited to, the evaluation design (including tools) and the draft and final reports in conformity with SI and USAID regulations, and the Scope of Work.
  • Manage all deadlines and record maintenance-including, but not limited to, collecting, and managing cost data for delivery to USAID.
  • Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners.

Qualifications

  • At least five (5) years of experience in conducting cost-effectiveness analysis (CEA) or other economic evaluations for health or development programs.
  • Must hold a master’s degree in economics, health economics, public health, public policy or, or other related fields.
  • Proven experience working on USAID-funded projects, focusing on evaluating program efficiency and effectiveness from a financial perspective.
  • Significant previous experience as a specialist assessing the cost effectiveness of health service delivery and public health interventions.
  • Previous USAID evaluation or project implementation experience required
  • Experience with project budgeting and financial analysis, assessing the trade-offs between costs and health or development outcomes.
  • Proficiency in collecting and analyzing cost data from both primary and secondary sources
  • Experience conducting USAID assessments of health/nutrition programs/activities is preferred.
  • Familiarity with global health and PEPFAR service integration is desirable.
  • Experience in applying cost-effectiveness experience to inform instrument design for quantitative surveys and qualitative data collection.
  • Flexible, able to work well in a team setting, open-mindedness are preferred attributes.
  • Proven leadership and organizational skills to successfully support the Team Leader
  • Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders.
  • Fluency in English required. Proficiency in French and Kreyol is highly desirable.
  • Excellent writing skills, including experience writing evaluation and/or assessment reports
