In 2019, the UN Secretary-General launched global reform which repositioned the UN Development System to delivery more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an independent UN Resident Coordinator – the Representative of the UN Secretary-General, the highest-ranking official of the UN Development System at the country level – support countries in the achievement of their development priorities and the attainment of the SDGs. The RC promotes the normative values of the UN: gender equality and human rights, environmental sustainability and leaving no-one behind. In case of a humanitarian emergency, the Resident Coordinator takes on the additional reasonability of being appointed the Humanitarian Coordinator. In addition, the RC supports and promotes the UN’s responsibilities to prevent and respond to violations of human rights and humanitarian law, including the responsibilitiesof UN entities and staff in this regard. The UN Resident Coordinator’s Office (RCO) supports the Resident Coordinator (RC) to full his function as leader of the UN Country Team (UNCT) to strengthen coordination of UN operational activities and UN assistance with national priorities. Its mission is to maximize the impact of the work of the United Nations to ensure that the UN system provides collective, coherent, and integrated support to national development priorities, plans and strategies, within the framework of the 2030 Agenda and its associated Sustainable Development Goals as well as other international commitments. The RCO ensures that all UN entities engaged in a country, regardless of their physical presence, are included in UN strategic plans and analyses. The UN Multi-Country Resident Coordinator’s Office (MCO) Micronesia established in 2021, is based in Pohnpei, FSM and comprises a team of national and international staff focusing on strategic planning, joint analyses, supports joint UN operations, communications as well as partnerships and development finance. The UN MCO Micronesia oversees five Pacific Small Island Developing States (Pacific SIDS or PSIDS), namely the Federated States of Micronesia (FSM), Kiribati, Marshall Islands, Nauru and Palau. The UN MCO Micronesia supports the realization of regional and country priorities as defined in the UN Sustainable Development Cooperation Framework (2023-27) which outlines the UN’s programme in the region. At the country level, the UN MCO Micronesia is represented by the United Nations Country Coordination Specialist. The Country Coordination Specialist will be based in Tarawa, Kiribati and reports directly to the Head of RCO/Team Leader. The work includes substantive collaboration with the entire UN MCO Micronesia team as well as UN colleagues and national partners in-country. Tasks include but are not limited to support to partnerships, strategic planning, coordination, monitoring and reporting of UN country level programming and partnership to advance on Agenda 2030 and the SDGs in line with national priorities and other functions as may be delegated by the RC and / or the RCO Team Leader.
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties: • Supports donor coordination and partnerships including providing support to development and implementation of locally tailored partnerships and resource mobilization strategies and initiatives to engage partners, both traditional and non-traditional, civil society, etc. • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation and resource mobilization; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Support the country level planning and reporting of UN programming aligned with the UN Sustainable Development Cooperation Framework. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches strategic inputs and technical support to policy integration work on global and regional development frameworks as well as UNSDCF 2023-27 for RCO in Government and stakeholders’ platforms. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs for the UN Communications Strategy and the UN Communications Group, establish and build the UN brand via events, media and public relations opportunities targeted to the diverse partners. This could include lead country level commemorations of international days such as UN Day, Humanitarian Day, 16 Days of Activism and other globally established days as appropriate. • Provides substantive support to consultative and other meetings, knowledge sharing conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities on UN Sustainable Development Cooperation Frameworks and similar processes, provide technical and advisory support on Financing for Development options, instruments, and modalities to the RC and the UNCT. • Participates in and/or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, Operation Management Team tasks work programme, programme budget, etc.). • Support appropriate admin, finance, and logistic processes of the coordination related aspects of the UN Office as per UN Regulations and Rules and in close collaboration with relevant UN entity and national counterparts. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensures that requirements, background information used for data analysis are documented. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in business administration, management, social science, international relations, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of five (5) years of progressively responsible experience in project or programme management, design, monitoring and evaluation or related area is required. Experience in the usage of computers and office software packages and experience in handling of web based management systems is desirable. Working experience in the United Nations and Resident Coordinator System is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Gilbertese/IKiribati (both oral and written) is required. Knowledge of another official United Nations language is desirable. “Fluency” equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “Confident” in two of the four areas.
