The Opportunity:

Are you ready to lead impactful change in Syria? CARE Syria is on the lookout for a dynamic and visionary Country Director (CD) to spearhead our mission of tackling poverty, social inequality, and humanitarian crises in one of the world’s most dynamic and challenging contexts. As the legal representative of CARE Syria, you’ll drive forward-thinking strategies, innovative programming, and collaborative partnerships to make a lasting difference and as the Country Director, you will lead with vision and strategy to empower women and girls, combat injustice, and uplift impoverished communities, while driving organizational change to align with CARE’s global mission and the evolving needs of CARE Syria. In this role, you will be at the helm of our strategy and operations. You will guide our teams in delivering impactful programs that address poverty and injustice, especially focusing on women and girls.

Why CARE Syria?

CARE Syria seeks to defend the rights of the most vulnerable and marginalized people to obtain basic services, provide effective leadership and management to CARE Syria staff and other stakeholders, to address poverty and injustice and deliver humanitarian assistance. This role is critical in ensuring the relevance, impact, and cost-effectiveness of CARE’s efforts in Syria. The CD will provide strategic leadership and guidance to CARE’s regional teams delivering CARE’s programs inside Syria, and neighboring countries.

Your Key Responsibilities:

  • Strategic Planning: Lead the design, implementation, and evolution of the Inside Syria strategy in sync with the country and sub-regional and regional context, and in line with CARE’s vision and mission: Lead and drive the Country Leadership Team, overseeing program quality, adherence to CARE’S standards, and global connectivity, while fostering local leadership and gender equality within initiatives. Design and implement innovative strategic plans, ensuring alignment with local contexts and global objectives.
  • Resource Mobilization, Operations Viability, and Management: Forge strategic alliances with CARE Member Partners, external donors, key stakeholders and relevant actors, to ensure adequate funding and sustainable operations while representing CARE at a high level in meetings and forums and maximizing CARE’s impact response to the Syrian crisis. Contribute and advocate for policy change in line with program goals.
  • Representation and Advocacy: Act as the face of CARE Syria, influencing donors and national stakeholders, representing the organization in crucial forums, and embodying CARE’s values and feminist principles both internally and externally. Contribute to national dialogue on poverty reduction strategies and advocate for change in policies and practice in line with program goals.in line with CARE’s sub-regional Syria advocacy and communications strategy.
  • Operational Excellence, Program Delivery and Risk Management: Ensure operational excellence, including financial stewardship, risk management, safety and security, and compliance with regulatory requirements. Oversee program delivery to achieve impactful and scalable outcomes, in line with CARE’s standards for quality and gender equality.
  • Innovation and Team Empowerment: Drive innovation, holistic planning, and team effectiveness, encouraging entrepreneurial thinking, and promoting CARE’s 2030 vision and beyond. Foster an environment of innovation and build diverse, strong teams, coalitions, and networks. Encourage a culture of learning and collaboration, promoting continuous improvement and knowledge sharing.

What We’re Looking For:

· Education: Bachelor’s degree in social sciences, Political Sciences, International Relations, Humanitarian and International Cooperation, or a related field.

· Experience: At least ten years of senior managerial experience in international development and humanitarian assistance.

· Skills: Strong financial management, program planning, and decision-making skills.

· Language: Fluent in English (speaking, reading, and writing).
