We are looking for an Economist with excellent verbal and written communication skills to be the Country Economist in Bolivia. As the Country Economist, you should possess collaboration skills, macro/micro analysis capabilities, the ability to apply econometric concepts, and a clear understanding of public policy.
You will work in the Economic Team of the Andean Region, part of the Andean Group Countries Department. This team is responsible for promoting and developing the Bank’s strategies and programming in Bolivia, Colombia, Ecuador, Peru, and Venezuela. The Andean Group Countries Department (CAN) (1) supports the development, processing, negotiation, and management of projects and programs; (2) maintains relationships with governments and civil society members; (3) supports routine operation implementation; and (4) monitors project-related procurement activities within the countries. The Department monitors the macroeconomic environment, conducts economic and sectoral studies, and organizes workshops to strengthen knowledge capacity.
What you’ll do:
Working independently with limited oversight from the Regional Economist in Headquarters and the Country Representative in Bolivia, you will:
- Lead economic, social, and political surveillance in Bolivia, in close coordination with Sector Specialists and the Economic Team of the Andean Country Department (CAN), with an emphasis on interpreting macroeconomic and financial trends.
- Prepare high-quality situational analyses, risk assessments, and outlook reports (in written and data visualization formats), applying appropriate methodologies and datasets. Conduct debt sustainability analysis.
- Contribute to applied economic research using strong theoretical and/or empirical tools to generate relevant policy evidence for Bolivia and other Andean Region countries, contributing to the IDB’s operational work.
- Make technical recommendations to project teams by integrating, analyzing, and interpreting complex and diverse information.
- Identify research topics for the Bank’s Country Strategy, the economic team’s knowledge agenda, and the design and implementation of the Bank’s program in the country. Identify critical areas for the Bank’s dialogue with the country and the necessary agenda to sustain this dialogue.
- Coordinate the evaluation, preparation, and monitoring of the progress and results of the Country Strategy.
- Participate in economic policy dialogue and broad discussions on substantive development issues with policymakers in Bolivia, influencing policy discussion through advanced knowledge of sectoral and/or economic issues.
- Work across organizational boundaries, building networks with international organizations, academic institutions, government officials, and professional bodies to exchange information, promote research initiatives, and expand the IDB’s influence.
- Foster and nurture strategic partnerships with other areas of the IDB Group and external counterparts to advance a wide range of multisectoral and applied knowledge products/activities.
- Contribute to disseminating analytical work, promoting cooperative research initiatives, and discussing policy issues within and outside the Bank.
- Work as a member of a multidisciplinary team, collaborating to execute technical cooperation and/or knowledge products.
- Attend meetings on behalf of the Country Representative and/or the Regional Economic Advisor (REA), and assist in fulfilling ad hoc requests received by them.
- Guide, coach, and mentor junior staff to develop technical expertise.
What you’ll need
- Education: Master’s degree (or equivalent) in Economics, International Development, Public Policy, or other fields relevant to the role’s responsibilities. PhD highly desirable.
- Experience: Minimum of four (4) years of relevant experience in economic research, economic monitoring, and economic information analysis. Proven knowledge of standard techniques for debt analysis, balance of payments, current account, and sustainability analysis. Experience with policy issues and development problems in the region’s countries. Experience working with other multilaterals a plus, including knowledge of its policies and procedures, as well as proficiency in econometrics software (STATA, MATLAB, etc.), is a plus.
- Languages: Proficiency in Spanish and English, both oral and written, is required.
