Project: Urban Development Technical Facility (UDTF):

This large Brussels-based technical assistance is the first-ever EU Urban Development Technical Facility that focuses on supporting partner countries in their urban development challenges. It delivers technical assistance and policy advice to improve the quality and impact of the EU’s interventions in urban development at all levels—local, regional and global—with a focus on Africa, Asia, the Caribbean, and Latin America.

Assignment Title: Urban Resilience Rapid Assessment in São Vicente, Cabo Verde.

Activity Area O1: Dialogue, identification formulation and delivery of EU urban development related actions.

Sub-Activity

• A.1.2. On demand support to implementation of projects/programmes on sustainable cities in partner countries.
• A.1.5. Provision of guidance for the integration of urban development aspects in other relevant interventions (e.g. climate change, social inclusion, etc.) to Delegations and partners.
• A.1.6. Support policy dialogue with partner countries for the advancement of their sustainable urban development agenda.
• A.2.1. Extracting knowledge from different sources and summarising for fruition by policy makers- knowledge capitalisation and generation.

Global objective
Support EUD, the Government of Cabo Verde (GoCV), and island of São Vicente by conducting a rapid urban assessment to identify damages to infrastructure and the built environment, assess immediate needs and provide actionable recommendations to strengthen urban resilience in both short and long terms. This assignment will be implemented in line with the Build back better and Reconstruction to development continuum principles which provide useful guidance for projects such as building urban resilience for Cabo Verde human settlements.

Specific objective(s) of this assignment

• Rapid Assessment: conduct a rapid assessment of urban impacts of recent rain events, with a focus on critical infrastructure, housing and vulnerable populations.
• Short-Term roadmap. Propose targeted emergency recovery and short-term adaptation measures (early warning systems and alerts, urban drainage improvements, rapid rehabilitation of critical infrastructure and essential services, etc), to help stabilize urban systems.
• Urban resilience strategy. Develop a medium- to long-term climate resilience strategy for São Vicente. Building on findings of the rapid assessment and aligning with national and local policies and regulations (zoning, land use, development control, construction).

• Deliverable 2: Urban impact assessment and roadmap (Week 7)
• Deliverable 3: Medium to long term strategy (Week 9)

Qualifications and skills

• A postgraduate or master’s degree in urban planning, regional planning, architecture, civil engineering, or related fields.
• Knowledge of urban challenges, particularly climate adaptation, climate risk, environmental, social, and economic conditions in rapidly urbanising cities. Knowledge of practices and policies on hazard and climate risk.
• Excellent command of spoken and written English. Knowledge of Portuguese is a plus.

Professional Experience

• At least 7 years of general working experience in urban development in the Global South. Experiences is insular settings and in tropical areas is a plus.
• At least 5 years of professional experience in conducting similar analysis and studies in Climate Change Adaptation, post-disaster assessments and climate resilience planning.
• Experience in at least one urban climate strategies or city climate adaptation plan.
• Experience with EU Delegations and EU projects is an advantage.
• Experience in Earth Observation and Spatial Analysis for Climate risk is a plus.
