Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Executive Office of United Nations Environment Programme (UNEP) provides the secretariat for the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR), which is based in Vienna and whose mandate is to evaluate the sources of ionizing radiation, levels and effects on human health and the environment for the General Assembly, the scientific community and the public. Governments and international organizations rely on the Scientific Committee’s assessments as the scientific basis for evaluating radiation risk and establishing protective measures. In line with the Committee’s Programme of Work for 2020-2024 period, the new “Strategy to Improve Collection, Analysis and Dissemination of Data on Radiation Exposure” and the United Nations resolution A/RES/77/119, the secretariat is working on (i) improvement of data collection and analysis in the field of medical, occupational and public exposure, and (ii) enhancement of the engagement with Member States and international organizations (including outreach activities). The incumbent will work under the supervision of the Deputy Secretary and overall supervision of the Secretary of the Scientific Committee. The incumbent will undertake the following duties related to:
Responsibilities
(i) enhancing the data collection in the field of medical, occupational and public exposures; (ii) enhancing the UNSCEAR platform for collection, analysis, trends and recording; and (iii) implementation of Committee’s Outreach strategies for broader dissemination of the Committee’s work. The incumbent will: • Identify new and coordinate appropriate data sources for Committee’s scientific evaluations (with focus on medical, occupational and public exposures); • Locate and define new process improvement opportunities for collection and analysis of data (with focus on medical, occupational and public exposures); • Collaborate with Committee’s experts, data engineers and data scientists to improve data flows, data quality, data analysis, etc. for Committee’s evaluations on levels and effects from ionizing radiation; • Develop and implement databases, data collection systems, data analytics and other strategies that optimize the Committee’s data collection and analysis, statistical efficiency and quality of Committee’s scientific evaluations; • Identify, analyze, and interpret trends or patterns, using basic machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data; • Develop and implement various analysis, reporting and quality control capabilities and enhance the UNSCEAR Global Survey platform; • Maintain and further strengthen collaboration with Member States and the UNSCEAR network of over a hundred National Contact Persons; and act as UNSCEAR Focal Point for data collection; • Support the Committee in implementation of its strategies to improve collection, analysis and dissemination of data on radiation exposure; • Conduct periodic internal review of data collection and support the expert groups with respect to adherence to required data, information guidelines, and appropriate conduct of experts; • Undertakes survey initiatives; reviews, analyses and coordinates the responses to UNSCEAR Global Survey on public exposure, identifies challenges/issues, proposes solutions, and prepares conclusions; • Provides substantive support to the Committee’s annual sessions, National Contact Persons webinars, conferences; develops statistics and presentations.; • Prepares various written outputs, e.g. minutes of meetings, draft background papers, analysis, sections of reports and studies, inputs to publications, outreach activities; • Coordinates the of outreach strategies developed and implemented by the secretariat; participates in the outreach activities related to the sources and effects from exposure to ionizing radiation; leads the maintenance and update of the UNSCEAR websites (www.unscear.org), conducts training workshops, seminars, etc. on various platforms (e.g. social media, MS Teams, SharePoint); makes presentations on data collection and analysis; Coordinates the archive of data at the UNSCEAR secretariat, including associated documentation and procedures to support the trends analysis carried out by the expert groups, • Performs other duties as required at the UNSCEAR secretariat.

Education
Advanced university degree (Master’s degree or equivalent) in a relevant science area (e.g. physics, chemistry, biology) and/or engineering, including in computer science, data science, analytics, statistics, information management, public administration, management or a related field. A first-level university degree in combination with at least seven (7) years qualifying international management experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible experience in project management or programme management, applied analytics, business intelligence, information management, statistics, stakeholder management or related area is required. Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (e.g SAP Business Objects) is required. Experience in tools managing version control such as Git is desirable. Experience with database or programming languages (SQL, Python, R) is desirable. Working experience within the UN system or other comparable international or public sector organization is desirable. Experience in using data to inform decisions, strategies and execution is required. Experience in evaluating effects of public exposure to radioactive materials from normal operation and/or accidents is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four area.
Assessment
