Context:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Displacement Tracking Matrix (DTM) Programme Coordinator, and, in collaboration with relevant units in DTM – including the Reporting Unit, the Geographic Information Systems (GIS) Unit, the Information Management (IM) Unit, and the Operations Team, Data Officer (IM & GIS) will be responsible and accountable for supervising the implementation of information management systems and contributing to the design of these systems.
Core Functions / Responsibilities:
- Supervise the activities of the Information Management Unit (IMU) and contribute to and coordinate the design and implementation of information management systems, including GIS and data management systems, data collection tools and workflows.
- Administer and update DTM platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).
- Maintain a repository of spatial data and ensure that the data are documented and accessible to humanitarian partners through local and/or online services.
- Utilise GIS software and tools to conduct geospatial analysis and participate in the development of models and geodatabase.
- Document gaps within GIS-related data and information relevant to the implementation and contribute to the preparation of project proposals aiming to address such needs.
- Maintain and work to improve DTM spatial baseline dataset in accordance with DTM global standards and guidance.
- Assist with assessment and needs analysis tasks, including Situational Report, DTM Masterlist maintenance, Mobility and Emergency Event Tracking, and Periodic Displacement Snapshots, to facilitate effective support.
- Coordinate the stylistic design, editorial coherence and the production of high-quality information products, such as reports, charts and infographics, including turning data into graphical products that convey messages and storylines using tools such as Adobe Creative (Illustrator and InDesign) and Power BI/Tableau.
- Produce design templates and report layouts in accordance with the DTM global visual standards.
- Produce high-quality mapping products, including but not limited to reference and thematic maps.
- In close coordination with the operation team, support data collection planning with the production of operational materials, including static or interactive maps and tracking sheets.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Information Management, Computer Science, Geo-informatics, Data Management, Media or Social Sciences, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in coordination of information flows and data management including collecting, storing, verifying, validating, processing, and analyzing data to generate information products; • Experience in emergency and recovery humanitarian operations and familiarity with the humanitarian cluster systems, and shelter and camp management technical guidelines, standards, and indicators;
- In-depth knowledge of the latest technological developments in information technology and information system;
- Demonstrated understanding of different data collection methodologies;
- Experience in the development and management of database applications;
- Combined field and headquarters experience in different international organizations (e.g., UNagencies, INGOs, IOs, Donors, IFRC or ICRC) is an advantage.
Skills
- Excellent communication skills: capable to share ideas and explain results to all levels of the Organization and stakeholders.
- Experience in assessment and data collection system using KOBO and ODK is mandatory.
- Proficiency in ArcGIS tools (good working knowledge of spatial analyst tool) is mandatory.
- Experience in Database Information Systems development (SQL or PostgreSQL), preferably in support of assessment and data collection system is mandatory.
- Demonstrable proficiency with data visualization tools, such as Tableau or Power BI and Adobe Creative Suite (Illustrator, Photoshop, InDesign) is desirable.
- Demonstrated coding expertise using major data software and visualization such as Python, R,STATA, JavaScript is considered as an asset.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge Arabic and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
