3iS is a non-for-profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.

Scope of Work

The general objective of this opening is to have a pool of candidates who are able to provide specialized data science and artificial intelligence (AI) services to support 3iS in developing innovative solutions which enhance information management in humanitarian and development contexts. This includes the design, implementation and optimization of chatbots, as well as the application of AI tools to improve data analysis and processing, and facilitating informed and timely decision-making for the benefit of the most vulnerable populations.

Description of Duties

Development and Optimization of AI-Based Tools

  • Design and develop AI-based chatbots, assistants and agents in accordance with the project’s required specifications.
  • Deploy, adapt and optimize Large Language Models (LLMs) for processing unstructured data and providing user support.
  • Develop algorithms and machine learning models for predictive analysis and data classification.

Data Management and Analysis

  • Extract, clean and process data from multiple sources.
  • Apply data science methodologies to identify relevant patterns and trends.

Collaboration and Technical Advisory

  • Work closely with multidisciplinary teams to identify needs and define technological solutions tailored to humanitarian contexts and to the project’s needs.
  • Strengthen the team’s capabilities in using AI tools.
  • Contribute to new project proposals development from an AI technical perspective.

Innovation and Continuous Improvement

  • Explore and evaluate emerging technologies to ensure that implemented solutions are innovative, ethical and sustainable.
  • Provide recommendations to optimize AI-based processes.

Documentation and Presentation of Results

  • Prepare technical and impact reports.
  • Present findings and technological solutions to key stakeholders.

Requirements

Education

  • Accredited degree in data science, systems engineering, applied mathematics, statistics, economics or related fields.
  • Postgraduate studies in AI or data science will be considered an asset.
  • Certifications in AWS, GCP or Azure, as well as from DeepLearning.ai, will be positively valued, especially when combined with a portfolio of AI and Data Science projects.

Languages

  • Fluency in English (spoken and written) is required.
  • Additional language skills in French, Spanish or Arabic may be required.

Experience

  • At least three (3) years of experience performing activities similar to those outlined in these terms.
  • Experience in humanitarian or development contexts will be highly valued.

Skills

  • Technical Skills
    • Data Science
      • Proficiency in programming languages such as Python, R or similar, and the Anaconda suite.
      • Experience with cloud computing (AWS, GCP or Azure), with an emphasis on tools like AWS SageMaker, Vertex AI, Azure OpenAI and Google Colab.
      • Experience with machine learning libraries and frameworks such as TensorFlow, PyTorch or Scikit-learn.
      • Advanced knowledge of data visualization tools such as Power BI, Tableau, Google Data Studio, among others.
      • Advanced proficiency in the Microsoft Office suite, with a special focus on Excel.
      • Experience managing relational SQL, NoSQL and vector databases, including Elasticsearch, OpenSearch, Pinecone and Chroma.
      • Knowledge of data fusion and semantic databases using tools like Protégé and ONTOP is desirable.
      • Knowledge and experience in at least one cloud platform, framework, methodology and technology per item is valued. Different options are listed as considerations.
    • AI
      • Technical knowledge of the fundamentals of Transformers, Deep Learning and cloud computing.
      • Experience with LLM libraries and frameworks such as LlamaIndex or LangChain, as well as agent creation tools like AutoGen and CrewAI.
      • Proficiency in Prompt Engineering and Retrieval Augmented Generation (RAG) methodologies, including document enrichment and chunking strategies.
      • Experience with tools like Hugging Face and the use of open-source generative AI models, including Llama, Gemma, Phi-4, among others.
      • The knowledge of Fine-tuning and Model Distillation for optimizing and adapting models is desirable.
      • Experience with computer vision models and pattern recognition, including models such as CNN, SAM and YOLO is desirable.
      • Knowledge and experience in at least one cloud platform, framework, methodology and technology per item is valued. Different options are listed as considerations.

    • Excellent oral and written communication skills including in conducting presentations to technical and non-technical audiences.
