Overview of position

  • The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the government of Ethiopia & the Tigray People’s Liberation Front (TPLF) on 2nd November 2022 in South Africa.
  • For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the council of minister regulation number 525 / 2022 & with amended regulation number 541 / 2023 of the federal democratic republic of Ethiopia. The core mission of the commission is the stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing the demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.
  • The Database Officer reports to the IT Advisor & is responsible for planning, coordination & implementation of smooth network & IT solutions for demobilization & reintegration of XCs.

Role objectives

  • Provide IT related technical & operational solutions to support the NRC in the development & implementation of the national DDR program using the dream apps of NRC.
  • Creating an appropriate database system for accelerated verification & registration processes, formulating a database design prioritizing confidentiality & operational applicability.
  • Developing application modules with a user friendly interface.
  • Defining hardware & software specifications aligned with organizational requirements.
  • Designing & implementing training for system users & technical support personnel.
  • Tackling both the proactive improvement of IT systems & the defensive measures against cyber threats.
  • Educating the client’s staff on cyber security best practices to prevent social engineering attacks & phishing attempts.
  • Perform other duties as assigned by the supervisor & NRC.

Project reporting

  • The Database Officer reports to the IT Advisor.

Key competencies

  • Graduate degree in information technology, software or computer engineering or any other related disciplines & strong knowledge of database technologies (e.g., SQL) & programming languages (e.g., SQL, Python).
  • At least 6 years (with a high school diploma) or 3 years (with a bachelor’s degree) of combined & relevant experience in database development.
  • Proven experience in database design, implementation, management, data migration, backup & recovery processes.
  • Understanding of security best practices, frameworks & compliance standards (e.g., ISO 27001, PCI DSS).
  • Familiarity with data privacy laws & best practices in data security & excellent analytical, problem solving & communication skills.
  • Relevant experience in mission or non mission contexts providing technical & operational support to member states on DDR or other related fields.
  • Fluency in English & Amharic is required.

  • This role has no team management responsibility.
