Deputy Chief of Party | Kinshasa, Democratic Republic of Congo | 2024

Chemonics International seeks interested and qualified individuals for the Deputy Chief of Party role for several anticipated USAID-funded Resilient Health Systems Projects in the Democratic Republic of the Congo. USAID/Democratic Republic of the Congo’s Health Office is planning a suite of awards covering integrated health programming for 2025-2030 across numerous mechanisms, which will incorporate funding from maternal and child health, family planning, malaria, immunization, tuberculosis, global health security, and nutrition.

These positions will be based in Kinshasa, Democratic Republic of the Congo. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Please note that hiring for this position is contingent upon the contract’s future award to Chemonics International.

Responsibilities:

  • Provide leadership, oversight, management, and overall coordination of operational and technical activities under the supervision of the Chief of Party and in coordination with the senior management team;
  • Support the development and implementation of critical management systems that will support project planning, reporting, and performance management though an analytical lens;
  • Coordinate the technical team and subcontracts to ensure the full and accurate implementation of the activities, achieving the Program’s results and objectives while complying with USAID rules and regulations.
  • In collaboration with the Chief of Party, oversee and review all technical writing products and deliverables, including annual work planning, performance management, and strategic communications (lessons learned, success stories, etc.);
  • Develop and maintain relationships with partners, private providers, and other key stakeholders in the private and public sectors at the community, country, and international level;
  • Liaise with Chemonics Washington DC security staff and other security stakeholders to ensure the safety of staff, assets, and beneficiaries;
  • Ensure all program assistance is technically sound and appropriate for the local context and integrate innovative practices, emerging knowledge, and international best practices into program activities;
  • Identify challenges, obstacles, and difficulties affecting program implementation, develop strategies to solve those problems, and work with the Chief of Party and program staff as needed to implement those strategies; and
  • Performs other duties and responsibilities as required.

Qualifications:

  • An advanced degree in project management, monitoring and evaluation, health logistics, or related field;
  • At least five years of demonstrated experience in the management of integrated health systems strengthening programs across numerous mechanisms including, but not limited to, maternal and child health, family planning, malaria, immunization, tuberculosis, global health security, and nutrition at the national, provincial, and community levels in the Democratic Republic of the Congo or other African countries;
  • Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
  • Ability to perform at a senior management level, including managing staff in a matrixed system with a focus on adaptive management;
  • Experience and a positive working relationship with USAID, including knowledge of USAID rules and regulations, compliance, reporting requirements, and subcontracts and grant management;
  • Demonstrated experience leading and professionally developing diverse teams;
  • Excellent communication, presentation, and writing skills in both English and French required;
  • Ability to live and work in Kinshasa, Democratic Republic of the Congo, with travel to the provinces as required.
