Position description
Abt Global is seeking a qualified Deputy Chief of Party (DCOP) for the upcoming and Food Security Task Order (TO) under the USAID/Armenia Economic Growth IDIQ. The goal of the IDIQ is to strengthen Armenia’s resilience by focusing on strengthening key systems against a wide range of potential threats. The Food Security TO will aim to increase domestic production of critical agricultural value chains to increase food security and reduce dependence on imports. The TO DCOP will provide overall technical direction and support operations throughout the implementation of the project.
Core Responsibilities
- Provide strategic direction, long-term programmatic vision, and technical leadership to produce activity results.
- Establish and maintain strong relationships with USAID and local counterparts to ensure effective coordination of activities with relevant ministries, civil society, private sector, and development partners, other USAID and U.S. government-funded initiatives, and other stakeholders.
- Provide leadership and technical support for activity staff and subcontractors to ensure a focus on results, achievements of annual work plan and targets, and timely and effective implementation.
- Implement learning approaches to establish a culture of adaptive management that responds to contextual shifts by adapting decision making, resource allocation, and implementation approaches/strategies as necessary.
- Manage project activities and assist in the development of annual planning and timely, high-quality implementation of activities and deliverables.
- Serve as lead technical advisor providing guidance and oversight to technical staff as needed.
- Uphold the standards of Abt Global to lead a high performing team and ensure strict compliance to USAID and Abt’s policies, regulations, and internal controls.
What We Value
- Bachelor’s degree or higher in agriculture, international development, economics, business administration, or related field; Master’s preferred.
- At least 15 years of progressively responsible experience, including 10 years of experience implementing international development programs focusing on agribusiness development, food security, nutrition, and/or capacity building.
- At least 5 years of experience in a managerial or leadership role. Demonstrated success managing complex donor programs is desired.
- Experience building relationships with the agriculture private sector in Armenia and/or with key government stakeholders relevant to food security and agriculture.
- Previous USAID experience preferred.
- Demonstrated management, leadership, political acumen, and related skills.
- Experience with market systems development approaches strongly preferred.
- Experience building and maintaining partnerships with host country governments and international agencies.
- Strong interpersonal, written, and oral communication skills in English required.
