POSITION TITLE: Deputy Chief of Party, USAID/Bangladesh Multispecies Biodiversity Conservation Activity LOCATION: Dhaka, Bangladesh GROUP: Environment and Energy REPORTS TO: Chief of Party

POSITION SUMMARY: Winrock International works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock is seeking a Deputy Chief of Party to support implementing an anticipated to support implementing an anticipated $10-25M USAID-funded project to improve the protection of key wildlife species and their habitat in Bangladesh by mitigating threats to wildlife and their habitat; improve political commitment and coordination, improve traceability of illegal logging and wildlife and improve sustainable management of terrestrial and aquatic habitats. The Deputy Chief of Party will be responsible for managing the technical team, fostering collaborative learning and adaption, and implementing the technical and partnership strategy for the project. Qualified Bangladesh nationals are strongly encouraged to apply. This position will be based in Dhaka, Bangladesh and is contingent upon award. Award is anticipated in October 2023.

ESSENTIAL RESPONSIBILITIES:

Coordination Manage partnerships with local organizations, the private sector, local government, and complementary donor programs that contribute both sustainable and inclusive outcomes. Coordinate outcome/objective leads and grants manager and their activities to ensure cross outcome learning and collaboration. Technical Provide technical leadership in the project design, implementation, and partnership strategy for the project’s biodiversity conservation, combatting wildlife trafficking and illegal logging, sustainable natural resource management, and capacity building interventions. Develop strategies and approaches to reach women, youth, and marginalized communities through project interventions. Facilitate joint activity design and planning, coordinated implementation, and learning activities. Ensure results-oriented technical components and high-quality and timely deliverables and reports. Implement diagnostics and assessments for evaluating threats to key species and their habitats, including tigers, elephants, pangolins, turtles (fresh and saltwater), tortoises, sharks, rays, and another crucial species in Bangladesh. Work closely with the MEL team to ensure streamlined data collection and analysis. Understand and manage expected project results, including evaluation of ongoing activities as part of a collaborating, learning, and adapting approach. Contribute to knowledge management and sharing activities within the project, with USAID, other implementing partners, the government and general public. Work closely with the field team and project staff to develop annual workplans and other deliverables to showcase project success and impact. Administration and Leadership Supervise the technical work of local and expatriate consultants and subcontractors fielded under the program (as assigned). Collaborate with grants team to ensure that grants are supporting project technical goals. Other duties as assigned.

QUALIFICATIONS AND BACKGROUND:

Education: Academic degree in conservation biology, forestry, business administration, or related field. Master’s degree or higher strongly preferred. Experience: Minimum 8 years of professional experience managing and implementing biodiversity and natural resource management interventions for international development projects, preferably with USG-funded projects in Bangladesh. Experience managing technical teams in biodiversity conservation, natural resource management and wildlife trafficking prevention including training, capacity strengthening, mentorship, and day-to-day management. Experience collaborating with government, local and national NGOs, and private sector actors. Skills/Knowledge: Familiarity with productivity frameworks for biodiversity conservation, including tools, metrics to measure, strategies, and approaches. Knowledge of biodiversity issues around the key species. Strong knowledge of the political, social, cultural environment and power dynamics in Bangladesh. Strong training design, training delivery, and facilitation skills. Strong personnel management skills. Excellent written and oral communication skill in English required, fluency in Bangla required.
