Deputy Head of Mission X/F/M

Main Purpose

Supporting the Head of Mission through delegated tasks and re-possibilities, managing the day-to- day functioning of the capital office and team, ensuring contacts with local authorities according to MSF protocols, standards and procedures in order to contribute to the optimal functioning of the mission The Deputy Head of Mission replaces the Head of Mission in his/her absence.

Your main responsibilities

  • Contributing to the mission-wide strategy; including the Country Policy, Annual Plan, budget and policy frameworks: -Monitoring the annual plan to ensure alignment with MSF strategies and Mission policies
  • Representing MSF towards other actors at national level, and supporting the PC with representation at local level.
  • Contributing to the analysis of the political, humanitarian and medical situation in the country and in the region. Identifying potential fields of intervention and determining response strategies. Supporting the Head of Mission in the preparation of project proposals and project reports for donors.
  • Coordinating, in close cooperation with the Medco, the emergency response procedures and when necessary participating in exploratory missions.
  • Providing support to project coordinators in project management, and preparation of project reports, in agreement with the HOM
  • Managing the Capital Office team, when delegated by the HOM and/or on his absence
  • Guaranteeing and coordinating the implementation of the security framework and ensuring the understanding thereof within the mission, informing the Head of mission on potential security risks, incidents and context changes
  • Support the HOM in the definition of the mission strategy, security management, and emergency response.
  • Contribute to Security analysis and operational support of Dagahaley: Support senior management team in security analysis and provide operational support for the project.

Operational support Mombasa project

  • Support the Project Coordinator(PC) in the definition and implementation of the Medops strategy, the project safety and security plan (PSSP) and its review
  • Supervision of the operational Advocacy team
  • Direct supervision and support of the Humanitarian Affairs Manager(HAM), including objective setting and performance evaluation

Supervision of the intersection Communications team

  • Supporting the intersectional Comms manager in the definition of communication strategy and budget

Transversal dossiers

  • Organisational evolution: Synergies with EAS comms team. Engage with the EAS comms team, FCM, and OCs operational in Kenya on future synergies and mutualization opportunities.
  • Association focal person: Promote Associative life and discussions.
  • Population as partners: support the implementation of a patient and community-centered approach in the Mombasa project (project design, implementation, M&E).

Requirements

Essential

  • Kenyan Nationals
  • English B2 minimum
  • University degree (project management, public health or international relations)
  • Minimum five years experience in Management/Coordinator roles, with at least three years as a Project Manager/Coordinator
  • Experience in security management
  • Experience in developing countries
  • Computer literacy (word, excel and internet)
  • Strategic vision, Service Orientation
  • Leadership People Management and Development
  • Teamwork and Cooperation

Desirable

  • Swahili
  • International experience across different countries
