TERMS OF REFERENCE
Design Studio to Produce YouthLed’s Stories of Change Publication and Support to Culminating Activity
Program: Youth Leadership for Democracy (YouthLed)

A. Project Background
The Youth Leadership for Democracy (YouthLed) is a youth-focused program
implemented by The Asia Foundation and funded by the United States Agency for
International Development (USAID).

YouthLed aims to increase civic engagement leading to strengthened participation in
democratic governance. YouthLed’s approach is anchored on the principles of Positive
Youth Development, creating an enabling and productive environment for the Youth.
This program is composed of leadership development, coalition-building, and civic
education and engagement activities among young Filipinos, aged 15 to 30.
YouthLed aims to strengthen the capacity of youth to navigate, engage, and optimize
platforms for democratic governance and participation across all levels. Guided by the
belief that young political leaders thrive when their agency as changemakers within
democratic spaces is acknowledged. YouthLed understands the necessity of platforms
for information and engagement for youth involvement in democratic governance.

B. Rationale
In line with its final year of implementation, YouthLed is now harvesting outcomes and
stories that would provide evidence of the project’s effectiveness and contributions to
strengthening youth participation in democratic governance. At this phase, YouthLed’s
communications will endeavor to showcase success stories, share lessons learned,
and provide recommendations to further youth advocacy, learning, and collaboration.
Guided by the project’s strategic priorities for communications, YouthLed’s Stories of
Change Publication and Culminating Activity will specifically aim to:

  1. Deepen the understanding of democratic governance in the context of youth
    through stories and narratives;
  2. Amplify the youth voices by highlighting how their active participation in democratic governance strengthens their advocacies;
  3. Provide evidence-based narratives showcasing youth’s constructive engagement and participation in democratic governance for possible project scale-up or replication; and
  4. Showcase best practices and lessons learned integrated in the narratives to facilitate collaboration and learning among youth leaders and their networks. YouthLed will be engaging a design studio to provide technical and creative support in executing the project’s Stories of Change Publication and Culminating Activity.

C. Scope of Work
In this engagement, the design studio should be able to undertake the following tasks:

Stories of Change Publication

    1. Conduct data gathering through desk review, key informant interviews and small
      group discussions (as necessary) with YouthLed’s youth leaders and partners;
  1. Review and provide analysis on the results of the data gathering process;
  2. Work with YouthLed in producing the stories fit for publication;
  3. Develop fresh, compelling, and engaging design and layout for YouthLed’s
    Stories of Change publication;
  4. Ensure visuals and designs are aligned with YouthLed’s communication strategy
    and in compliance with the marking and branding guidelines of the project;
  5. Submit a print-ready file of the approved publication; and
  6. Ensure quality, on-time completion, and proper archiving of all creative outputs.

Culminating Activity (Exhibit Design)

  1. Develop engaging exhibit portraits (in consultation with YouthLed) based on
    YouthLed’s Stories of Change publication;
  2. Ensure visuals and designs are aligned with YouthLed’s communication strategy
    and in compliance with the marking and branding guidelines of the project;
  3. Submit a print-ready file of the approved exhibit portrait; and
  4. Ensure quality, on-time completion, and proper archiving of all creative outputs.

Culminating Activity (Documentation)

  1. Document participants and event activities through photos as follows:
    horizontal orientation, close-up, participants in action, participants engaging in
    activities, and interviews;
  2. Provide highlights and full video documentation of the culminating activity;
  3. Apply color-grading, editing, and correction to the photos and videos (as
    necessary);
  4. Incorporate simple effects, transitions, and title cards in the highlights video;
  5. Incorporate English subtitles in the highlights video (transcription to be provided
    by Contractor);
  6. Ensure that the photos are high resolution in JPEG or RAW files (300 dpi at 2610 x
    3900 pixels);
  7. Ensure that video outputs are at 1080p Full HD resolution and with clear audio;
    and
  8. Ensure proper archiving and on-time submission of photo and video outputs to
    YouthLed.
