Grounded on its four strategic priorities, UN Women is committed to empowering women and girls to contribute and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters, conflict, and humanitarian action. Globally, including in Indonesia, the impact of conflict, climate change, and natural disasters has disproportionately affected women and girls. Funded by the Korea International Cooperation Agency (KOICA), UN Women Indonesia developed a three-year programme, “Empowered Women for Sustainable Peace: Addressing the Peace-Humanitarian Nexus to Enhance Community Resilience in Indonesia”, with the full implementation period from 2024 to 2026. The project aims to strengthen community resilience and reduce vulnerabilities in disaster-prone and conflict-affected areas by addressing the humanitarian-development-peace nexus in the context of Indonesia. It will contribute to the goal, that women and girls are able to withstand adverse impacts of conflict and natural hazard and able to contribute to a peaceful and just society.
Through this project, UN Women will support the development of a Sub-National Action Plan on the Prevention of Gender-Based Violence (GBV) due to Climate Change Impact. This action plan departs from the study convened by the Ministry of Women’s Empowerment and Child Protection (Kementerian Pemberdayaan Perempuan dan Perlindungan Anak (KPPPA)), UN Women and UNFPA on ‘The Impact of Climate Change on GBV in Indonesia.’ During the environmental change, women, girls, and vulnerable groups are more susceptible to sexual, physical, and psychological harms, as well as denial of services and resources impacted or driven by climate change (Desai & Mandal, 2021). Due to gender inequity, women and girls are inherently subjected to Sexual and Gender-Based Violence (SGBV). Climate change and the scarcity of resources have forced women and girls to walk far to collect water, firewood, or food, which led them to become more vulnerable to various forms of SGVB. Finally, due to biodiversity degradation, vulnerable populations have difficulty escaping from the poverty trap.
As a follow-up to this study, KPPPA with the support from UNFPA will develop a National Roadmap of Action Plans and Monitoring Tools for the Prevention of GBV from the Impact of Climate Change. This National Roadmap will be developed in the Quarter 3 2024. Anticipating the upcoming National Roadmap, UN Women will support three Provincial Governments (1) Central Sulawesi (2) East Nusa Tenggara and (3) West Nusa Tenggara to prepare the document of ‘Sub-National Action Plan on the Prevention of Gender-Based Violence (GBV) from the Climate Change Impact.’ These three sub-national action plans will consist at least five minimum components in each specific targeted province:
These Sub-National Action Plan will serve as government documents to guide the work plan on GBV Prevention, particularly in the areas of climate change, disaster management, prevention of social conflict, and deradicalization. The work on GBV prevention at the sub-national level will be led by the Department of Women Empowerment and Child Protection (Dinas Pemberdayaan Perempuan dan Perlindungan Anak).
The consultant will be reporting to the Project Coordination Analyst Peace – Humanitarian Nexus who will provide oversight and direction for the overall assignment and be the point of contact for administration processes.

This consultancy is based in Jakarta and offers remote work options. As part of this assignment, there will be a maximum of 3 times trips to the respective locations covered by this assignment: Central Sulawesi, East Nusa Tenggara, and West Nusa Tenggara. The 3 times trips will be managed and covered by UN Women as part of the activity on the ‘Workshop for the Development of a Sub-National Action Plan on the Prevention of Gender-Based Violence (GBV) from the Climate Change Impact.’
