DEVELOPMENT OF ANIMATION VIDEO ON GENDER RESPONSIVE BUDGETING (GRB).
BACKGROUND OF THE ORGANIZATION
The Coalition on Violence Against Women (COVAW) is a Kenyan women’s rights non-profit organization founded in 1995 to address the silence surrounding violence against women and girls (VAWG). Dedicated to advancing women’s rights, COVAW envisions a society where women and girls enjoy equal rights, freedoms, and thrive in safe spaces. The organization works in four key areas: providing access to Sexual and Gender-Based Violence (SGBV) and Sexual and Reproductive Health and Rights (SRHR) services, promoting women’s economic empowerment, fostering women’s leadership, and increasing access to justice for survivors of VAWG.
PROJECT DESCRIPTION
COVAW in partnership with Voice has been implementing a project titled Tupo Tusikizwe (We are here. Listen to us) in Kwale County. The project aims at empowering marginalized women and girls, including those with disabilities to participate in the County Budget process in Kwale County by enhancing their voices to demand for the uptake of their priority needs and equitable distribution of resources. The project is being implemented in 3 sub-counties; Matuga, LungaLunga and Msambweni in Kwale County. The main goal is to reduce inequality by influencing a budgeting process that is responsive to the needs of women and girls in Kwale County. The project addresses this by enhancing understanding of the normative framework on budgeting at the county level, capacity building of women and girls including those with disabilities to analyze the Kwale County Budget estimates against their needs and recommend actions to enhance responsiveness. This will prompt critical engagement in development processes, enabling citizens to understand the importance of provision of resources that match needs of vulnerable groups and provide a means of holding public officials accountable when they make development commitments.
The primary beneficiaries are vulnerable and marginalized women and girls including youth and persons with disabilities in Matuga, Lunga Lunga and Msambweni Sub-counties while the secondary beneficiaries will be women leaders in the county assembly of Kwale, county government officials, civil society representatives, media officials and community members,
COVAW intends to develop an animation video as a tool of awareness raising on Gender Responsive Budgeting. To achieve this, COVAW seeks to engage a professional, creative and highly motivated consultant who will develop 5-7 minutes nimation video on Gender Responsive Budgeting.
PURPOSE OF THE CONSULTANCY
The primary purpose of the consultancy is to: Develop a citizen friendly video animation on gender responsive budgeting.
This will entail:
- Packaging the content in the animation video in an attractive and creative manner using a compelling storyboard, meticulously creating the animation characters and using appropriate sounds
- Using animation characters and info-graphics that are original
- Ensuring that the examples, infographics and animations are relevant to the grass roots community context with emphasis on engagement of women, girls and persons with disabilities
- Ensuring that the voice over artist brings the dialogue to life, seeing to it that the tone and emotion fit the narrative
- Ensure that the flow of the final video is seamless and engaging; and that it is exported into a playable format
- Develop the content in English. A few of the animations could be developed in Kiswahili
- Collaborate closely with COVAW team to ensure that the created animation video aligns with COVAW’s mission, vision and objectives
Broadly, the video animation should cover the SCOPE below:
- Understanding Devolution
- What is Devolution? What are the characteristics of Kenya’s devolution? Why was it introduced?
- What are the functions of county government? Illustrate national and county government functions through animation
- Highlight the roles and functions of the county assembly and county executive
- Citizen participation in county planning processes
- What are the constitutional and legal provisions on county planning processes? (Constitution of Kenya 2010, PFM Act 2012, County Government Act 2012 Section 113, Public Participation Act, Access to Information Act)
- Why is it important to participate in county planning processes?
- How can women, girls and PWDs participate in the county planning processes?
- County Budget Making Processes
- What is a budget? Why is it important for the county to budget?
- Where does the county generate revenue from?
- What are the key stages in the county budgeting process? Animate the budget circular and stages
- Why do I need to participate in the budgeting process?
- Engendering the County Budget
- How can the county incorporate gender issues during resources allocation to ensure equitable resource allocation and that women, girls and PWDs benefit?
- Why is it important to have budgets address the needs of women, girls and PWDs?
- How can I prepare and submit recommendations/proposals to lobby the county budget makers to ensure resource allocation reflects the needs of women, girls and PWD?
- How can the county benefit from gender responsive budgeting?
EXPECTED DELIVERABLES
The selected consultant should deliver the following:
1st Draft Animation
The draft video animation will contain information as indicated in the scope above
Timely feedback on the 1st draft video animation will be provided by the program team
2nd Draft Animation
The reviewed video animation will synthesize all information, conclusions and recommendations taking into account all comments and additional input from COVAW following the submission of the 1st Draft Video Animation. The acceptance of the draft finally will be subject to the consultant satisfactorily meeting COVAW’s expectations.
Preparation Documents
All documents used in the preparation of this assignment such as the concept, script, style frame, storyboard, voice over, animations, sound tracks and sound effects, progress reports, data collection tools, draft project documents, templates, raw data collected, preliminary and intermediate designs, layouts, specification documents etc. are expected to be submitted to COVAW together with the 2nd draft document.
Validation meeting
COVAW will organize a feedback meeting. The consultant will make a presentation of the video animation to the program team. The meeting will be an opportunity to clarify outstanding aspects of the animation before their finalization.
Produce final document
The consultant will be expected to produce the video animation in English language which will include the main issues discussed and all the components provided by COVAW during the validation meeting. The consultant shall determine the substantive content of the resources.
MANAGEMENT AND TIMEFRAME
Duration of the work
The duration of this consultancy is expected to run for 4 Weeks.
Management of the work
The consultant will be supervised and guided directly by COVAW and will be required to meet the expected deliverables listed during the period of the consultancy. The consultant will work closely with the COVAW Team and will from time to time submit and share the progress of activities as agreed.
COVAW will be responsible for the following:
- Holding an inception meeting with the consultant
- Sharing the relevant COVAW background organizational information and providing contacts for the program team in charge
- Review, discuss and improve the drafts produced from review
- Organizing interviews with project beneficiaries to provide deeper insights for the animation
- Providing the consultant with specific information and feedback within the stipulated time
- Validate the final video animation
SKILLS AND EXPERIENCE
Animation requires a high level technical/professional expertise and creativity; therefore, successful firm/candidate is required to have the following competencies:
- Demonstrated competency in developing and producing video animations and infographics for video informmercials
- Ability to draw by hand or use animation software to create characters and scenes.
- Extensive experience in designing similar projects working with marginalized communities including youth, women and persons with disabilities
- Strong organizational skills demonstrated by the ability to plan, prioritize and provide quality results on time
- Ability to work well with other creative professionals including storytellers and voice over artists to produce animation films.
- Highest personal integrity and ethical standards, with demonstrated ability to handle confidential matters discreetly and respectfully
- Strong oral and written communication skills in English; ability to present content in simple and plain language
- Demonstrated commitment to gender-equality and women’s empowerment
- Three examples of past video animation productions they have directly designed and produced
The following information should be in the Expression of Interest:
- Technical Proposal: Outline and methodology for undertaking the video animation, as well as, the detailed work plan showing the assignment’s important activities and milestones
- Financial Proposal: Including a detailed quotation for the production of the video animation and indicating all necessary costs
- Contact details of three past performance references
- A sample of animation that the applicant has developed in the past.
- The team’s composition, the assignment of responsibilities to each of its members and the CVs.
