Job description

The Skills Development for Youth Employment (SKYE II) Programme aims to improve the career opportunities of young Nigerians in the labour market. To achieve this, SKYE ll follows an integrated approach to employment promotion. Measures on the supply side of the labour market (promotion of technical and vocational education and training – TVET) are combined with interventions in the area of employment services (job placement/matching, career counselling/guidance and labour market information). The project focuses on the following areas: (1) policy development and public-private dialogue to promote exchange between state and private sector actors and to improve employment prospects; (2) vocational education and training: improvement of quality of trainings by implementation of new occupational standards and capacity development of training institutions to deliver and roll out good quality trainings; (3) employment promotion: creation of structures for career counselling and job placement as well as for the implementation of active labour market measures; (4) gender and social inclusion: advisory of government and relevant institutions to ensure equal access to opportunities, regardless of gender or background.

Your tasks

  • Capacity development of partner organization Federal Ministry of Labour and Employment (FMLE) and fostering of collaboration with other federal and state institutions relevant to employment and youth (including Federal Ministry of Youth Development)
  • Support the development of a more effective structure for job placement and tracking within the partner organisations
  • Support the continual development of the process flows, work efficiency and service delivery in the existing job centers and Public Employment Services (PES)
  • Provide support and guidance to FMLE and PES staff regarding all aspects of the support and job placements of job seekers
  • Support the partner organisations with the further development of the labour market information system (LMIS) in close collaboration with the SKYE Programme team and engaged consultants
  • Support partner institutions in organizing job/career fairs and development and implementation of active labour market measures (ALMM)
  • Close cooperation with the GIZ-SKYE team in all focus states to support state governments and private partners on employment policies and organisation development
  • Conduct research and implementation support concerning potential new partners, collaboration with the private sector, meeting preparation, capacity development and event management

Your profile

  • University degree in economics, social science, or any other relevant field
  • Experience in working with government institutions in the field of capacity development in an organisational context, preferably in Nigeria or Sub-Saharan Africa
  • Solid understanding of the employment sector, preferably in Nigeria or Sub-Saharan Africa
  • Strong project management, social and communication skills
  • Excellent organisational skills and a solution-oriented mindset
  • Strong intercultural competencies and team working skills
  • Fluency in English
