DHMT Planning, Budgeting, and Management Specialist

Project description:

The Millennium Challenge Corporation (MCC) has entered into a new Compact, Compact II with the Government of Lesotho (GOL). Recognizing that strong human capital is key to driving poverty reduction (Lesotho scores only 0.4 on the Human Capital Index, indicating that a child born today would only be as 40% as productive as if they were to attain good health), $75m of the Compact has been allocated to the Health Systems Strengthening (HSS) Project which will improve outcomes through strengthening Lesotho’s Primary Health Care (PHC) system. The project focuses on sustainably improving clinical service delivery, building the capacity of district health management teams (DHMTs), and the inclusion of gender-based violence clinical treatment and response protocols in line with the requirements of the 2022 Domestic Violence Bill.

Job description:

The DHMT Planning and Management Specialist will play a crucial role in the Strengthening of the Management Capacity of the DHMTs, Hospital and health facilities, ensuring effective planning, coordination, implementation and performance monitoring of health services at the district level to achieve desired health outcomes. The DHMT Planning and Management Specialist will report to the PFM lead.

Duties & Responsibilities:

Strategic Planning:

  • Support the DHMTs to prepare Annual Operating Plans in line with national health policies and priorities , integrating both planning and budgeting cycles.
  • Monitor and report on the implementation of the AOPs
  • Support the DHMTs to analyze and link health and financial data and use insight gained to make programmatic adjustment and prioritise resource allocation for better health outcomes.
  • Support the development of standardized DHMT Structure
  • Support the DHMTs to prepare relevant MOUs with key stakeholders

Resource Management:

  • Develop and implement a framework to analyze health spending against service delivery and disease incidence and prevalence indicators at the district level .
  • Support the DHMTs to Monitor budget utilization, identify cost-saving opportunities, and optimize resource allocation.
  • Support procurement processes at the district level in line with MOH rules and regulations.

Health Service Implementation:

  • Monitor progress of district health programs, identify bottlenecks, and propose corrective actions.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures in a Quality Assurance Program

Capacity Building:

  • Support the training and mentorship of DHMT members on planning, management, and leadership.
  • Support district level performance review meetings.

Partnership and Collaboration:

  • Support the DHMTs to engage with local government authorities, NGOs, and other partners to foster collaboration and resource mobilization.

Data Management and Reporting:

  • Support the DHMTs to use data for evidence-based decision-making and program improvement.

Qualifications:

  • Education and training: Bachelor’s degree in public health, health management, or a related field. Master’s degree is preferred.
  • Training, experience, and demonstrated interest in public health and related programs.
  • Experience and requirements:
    • At least 5 years of experience in health planning, management, or related roles.
    • Experience working with district health systems and community-based programs.
    • Knowledge of operational characteristics, services, and activities of public health programs,
    • Strong understanding and demonstrated utilization of systems approaches and improvements.
    • Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs
    • Demonstrated leadership and management skills—supervision, performance evaluation, priority setting, planning, finance, and information technology
  • Required Abilities:
    • Strong analytical skills and proficiency in data interpretation.
    • Excellent communication, negotiation, and leadership abilities.
    • Excel in working in multidisciplinary, team-based settings.
    • Knowledge of health policies, guidelines, and health system strengthening approaches.
    • Analyse problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals

The position will ideally be based in Maseru, Lesotho and work out of the FHI 360 Office with frequent travels to the districts. This is a local position.
