Most OECD Directorates support policy-making in developing countries, and two of them work exclusively on their development: the Development Co-operation Directorate (DCD) promotes coordinated, innovative international action by the OECD Development Assistance Committee (DAC) to accelerate progress towards the Sustainable Development Goals (SDGs) in developing countries and improve their financing; the Development Centre (DEV) serves as a platform for policy dialogue between OECD members and partner countries, building on a multi-sectoral approach to help them find innovative policy solutions to improve people’s lives. They are working closely together, and with other Directorates, to help member and partner countries adopt a sound approach to development.

DCD and DEV are looking to appoint jointly a Digital Communication Officer to help increase the impact of OECD work on development online, including through social media channels. S/he will have in-depth knowledge about social media channels, creation of content, engagement strategies and monitoring. S/he will be fully at ease in digital environments, and will have a proven ability to source, pitch and create stories and to analyse and transform complex and technical issues into compelling and informative narratives. S/he will work under the responsibility of the Senior Communications Manager for Development, and in close collaboration with the communications teams of DCD and DEV.

Job Description

Main Responsibilities

Online communication and social media

  • Participate in the design and implementation of the OECD communication strategy on development, going beyond dissemination, to improve impact, and better engage with OECD audiences, in line with communications priorities and planning calendars.
  • Help align the digital communication efforts of DCD and DEV with corporate best practice, and coordinate closely with the Directorate for Communication (COM) on corporate priorities.
  • Prepare, edit and post compelling quality content for social media and the web.
  • Manage the editorial content of the OECD newsletter on development.
  • Manage the editorial content of the DevMatters blog.
  • Stay abreast of OECD substantive discussions on development, create and manage a coherent editorial calendar as part of DCD and DEV’s communication calendars.
  • Draft, post and work closely with other teams to create multimedia storytelling, series and campaigns.
  • Create comprehensive social media toolkits for campaigns (video, graphs, dataviz …) consistent with a strong visual identity, immediately recognisable.

Monitoring and evaluation

  • Track metrics and provide regular reports on social media performance with key insights and lessons learned.
  • Evaluate social media channels (X, Facebook, Youtube, Linkedin) with a view to optimise their use.
  • Listen to OECD’s audiences to feed campaigns with strategic insights.

Training and knowledge sharing

  • Build corporate expertise: contribute to social media governance and disseminate best practices among social media practitioners within DCD and DEV.
  • Advise on investment in new and existing tools, etc.
  • Engage with the DevCom network of sustainable development communicators to share best practices and develop joint campaigns.
  • Cultivate in-depth understanding of social media platforms and trends to guide colleagues and contribute as a thought leader on best practices across platforms.
  • Work with communication colleagues in DCD and DEV, including web, publications and media relations, to create a collaborative environment that encourages consistent and effective amplification of messages.

Qualifications

  • Ideal Candidate Profile
  • Academic Background
  • An advanced University degree or equivalent preferably in international relations, economics, political and social sciences, communications, journalism or related field.

Professional Background

  • A minimum of 5 years’ experience in social media and communication.
  • Excellent writing, copyediting and proofreading skills with the ability to make complex information accessible.
  • Familiarity with social media platforms, such as X, Facebook, Instagram, LinkedIn, YouTube.
  • Experience in designing communication plans, turning technical content into snackable formats.
  • Experience in producing visual content for social media to meet high standard, working with a team of videographers, graphic designers, and organising workflows to meet tight deadlines.
  • Experience of supporting colleagues with digital or other communications activities, either through coaching/training or assisting with particular projects.
  • A good understanding of the role of monitoring and listening as an essential part of social media: Ability to provide competitive insights, follow upcoming trends, drive results, and inform future content strategy.
  • Thriving in an environment that requires constant learning and innovation.

Tools

  • Knowledge of posting tools such as Falcon.
  • Knowledge of social media monitoring analytics tools.
  • Excellent IT skills, including web tools and collaborative platforms (e.g. Sharepoint, Teams, …).
  • Familiarity with social media dashboard, Google Analytics, Adobe CS Suite, Photoshop, Canva and/or video editing tools.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other major languages would be an asset.
