Introduction
SCOPE OF TENDER
The overall objective is to design and implement a scalable, secure, and user-centric digital solution to digitize VSLA operations and enable linkage of VSLA members (smallholder farmers) to formal financial institutions and appropriate digital financial services i.e by ensuring the VSLAs onboarded onto the Fintech digital platform ultimately open up accounts and transact with a registered formal financial institution.
Specific objectives:
• Digitize core VSLA functions (e.g member registration, savings, loans, meeting records, share outs, group level accounting, digital receipts).
• Provide low-cost, accessible member interfaces (e.g USSD, IVR, feature-phone app, smartphone app, agent-assisted options).
• Integrate KYC-light onboarding processes aligned with national regulation and proportional risk principles to enable onward linkages.
• Enable interoperability with existing mobile money operators, payments rails and interested Financial Institutions.
• Pilot and operationalize business models that demonstrate financial viability for FIs/FinTechs and affordability for VSLA members.
.Strengthen data privacy and consumer protection, and implement measures to mitigate risks (fraud, over-indebtedness).
• Build capacity of VSLA members and local agents; document lessons and prepare scale-up roadmap.
