Director Finance & Administration (DFA)

The IRC seeks a Director Finance & Administration (DFA) for an upcoming five-year, multi-million dollar FCDO health project activity in Afghanistan. The project will contribute to better educated and healthier populations, especially women and girls and vulnerable groups, through reduced morbidity and improved reproductive, maternal, newborn and child health. The project aims to directly reach an estimated 750,000 men, women, and children and indirectly contributing to wider efforts to reach 12.1 million men, women, and children with essential health and nutrition services.

This is a senior position which requires outstanding leadership, strategic thinking, and organizational, team-building and representational skills. The DFA will be responsible for supporting the Team Leader in management of staff, capacity building and stakeholder engagement, and overseeing the project’s operations. S/he will coordinate the development, implementation, and reporting of operational management activities e.g. procurement, grants management, and finance). The position is based in Kabul, Afghanistan.

Recruitment is contingent upon successful award of the project, and selection of final applicant is subject to FCDO approval.

Responsibilities

• Ensure project delivery meets best practices, standard operational policies and procedures for financial management and compliance.

• Provide financial and operational management that optimizes resources through sound budgets, consistent financial tracking, and timely submission of reports to the donor.

• Oversee development, delivery, capacity building, and monitoring of subgrants.

• Lead IRC staff and implementing partners training and capacity building on Finance and Compliance.

• Oversee management of all procurement activities to ensure smooth and efficient implementation of project activities.

• Provide oversight of administrative teams.

• Manage consortium partnerships and maintain collaborative partner relations.

• Support reporting to FCDO through formal and informal debriefings, annual and semi-annual reports, etc.

• Assist the Team Leader in maintaining active and cooperative relationships with all key stakeholders, including government officials and institutions, implementing partners, and other stakeholders.

• Represent the project and the organization in public, as needed, and ensure the dissemination of information about project achievements and lessons learned.

• Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility.

Requirements

• Bachelor’s degree from an accredited university in Financial Management, Accounting or related field required; Master’s degree preferred.

• Minimum 8-10 years of experience in managerial roles on similar programs in developing countries, including substantial supervisory experience.

• Experience working in Afghanistan on health programming is preferred.

• Significant previous experience managing operations for similar health programming in conflict or crisis situations.

• Previous experience as DFA or any related roles on FCDO-funded programs is preferred

• Substantial experience managing subgrantees required.

• Demonstrated experience scaling up activities of similar scope and in similar contexts.

• Strong negotiation skills, and ability to create and cultivate collaborative relations with local counterparts, donors, implementing partners and other stakeholders.

• Strong communication skills, both oral and written.

• Strong supervisory experience, particularly in remote operating environments.

• The candidate must be proficient in English; additional Dari or Pashto language abilities preferred.
