The Canadian Race Relations FoundationThe Canadian Race Relations Foundation (CRRF) was created in 1996 to reaffirm the principles of justice and equality for all in Canada. The CRRF’s mandate is to facilitate throughout Canada the development, sharing, and application of knowledge and expertise to eliminate racism and all forms of racial discrimination in Canadian society.The Director of Operations and integral member of the leadership team of the Office of the CAO. They are responsible for the management and administration of human resources, operational infrastructure, space, inventory, and business operations. The Director of Operations will also be responsible for understanding, monitoring, and reporting on various regulatory requirements.Position Summary

Salary $110,000 – $130,000 per annum.CRRF offers a comprehensive benefits package, which includes three weeks of vacation, two Personal Floating Days, sick days and 4% of annual income towards RRSP plan, and life, disability, medical and dental care insurance.
Probationary Period 6 months.Responsibilities:Human Resources:

  • Oversees all Human Resources activities for the CRRF.
  • Supervises HR personnel.
  • Manages the creation and review of job descriptions, recruitment, hiring and onboarding.
  • Develops, maintains, and advises on Employee Handbook and other HR policies.
  • Advises executive leadership on long-range staff concerns and proposes solutions for resolution.
  • Provides advice, coaching, and direction around performance management, the collective agreements, CRRF policies, legislation, and other guidelines.
  • Oversees annual performance management process(es).
  • Advises, coaches, and proposes solutions as an objective party to problems involving supervisors and staff on a wide variety of issues (e.g., interpersonal work relationships, conflict resolution, disciplinary action, career advancement, training, etc.
  • Oversees all long- and short-term absences, as well as accommodation or modification arrangements.
  • Participates in Board meetings as a senior staff member and presents at various Board Committees as necessary.
  • Oversees the Foundation’s approach to hybrid work.
  • Supports the CAO in the collective bargaining process by providing applicable data, analyses, market research, recommendations, and feedback.
  • Oversees procedures and training for Health and Safety and Violence Prevention in the workplace.
  • Prepares appropriate reports and recommendations for the executive team on all matters for HR.
  • Consults with legal counsel where necessary on labour relations and other HR issues.
  • Ensuring compliance with the Collective Agreement and works closely with the USW stewards and representatives.
  • Supports CAO in collective bargaining.
  • Reviews and approves all necessary HR-related activities and documents

Administration and Operations:

  • Oversees alignment of the operations between units across the organization including identifying needs and gaps and develops solutions.
  • Creates and maintains documentation of business policies and processes
  • Participates and plays a role in the establishment of the strategic and operational plans for the corporation.
  • Supports the CAO and the Corporate Secretary, in the delivery of board governance related work and strategic planning.
  • Maintains effective ongoing dialogue with all Directors.
  • Assists CAO in establishing and implementing all services, policies, and procedures necessary to support administrative, financial and human resources controls, and effectiveness with compliance to the regulatory environment of a Crown Corporation.
  • Participates in developing the long-range planning and operation of the corporate services activities in line with strategic objectives, the mandate, and board direction.
  • Supports and implements CEO’s vision of organization structure.
  • Participates in establishing strategies and multi-year plans according to corporate objectives and in response to, Board direction, and the Corporation’s mandate.
  • Manages equipment inventory including computers, phones, monitors, and other required work technology.
  • Manages cellular phone contracts and services including ensuring plans are competitive, up-to-date, and reliable.
  • Manages space and space allocation at CRRF head office and other locations across Canada, working with the Director of Finance on lease agreements.
  • Responsible for establishing efficient and cost-effective infrastructure support; identifying and implementing organizational change.
  • Works closely with IT managed services to ensure appropriate, sustainable, and cost-effective systems are in place to manage business processes.
  • Works closely with Director of Finance and Administration to ensure compliance with procurement and contracting policies.
  • Manages monitoring of contracts related to operations.

Finance and Legislative Compliance:

  • Supports CAO in the development of the Annual Business Plan for Board approval.
  • Supports Director of Finance and Administration in the foundation’s compliance and response to the Federal Privacy legislation requirements.
  • Supports Director of Finance and Administration in the foundation’s compliance and response to Access to Information legislation and requests.
  • Manages the operational processes for the foundation’s compliance with the Canada Labour Code.
  • Manages the operational processes for the foundation’s compliance with the Official Languages Act.
  • Manages the operational processes for the foundation’s compliance with the Pay Equity Act.
  • Manages the operational processes for the foundation’s compliance with the Accessible Canada Act.
  • Oversees Business Plan items related to operational needs.

Risk Management:

  • Working with the CAO and Director of Finance to monitor safety of staff and infrastructure.
  • Working with the CAO and Director of Finance to coordinate emergency and disaster planning.
  • Assists staff by providing effective advice on procurement processes.
  • Assists CAO to ensure that regulatory reports such as the Annual Report, Report on Official Languages, Report on Multi-Culturalism and Employment Equity (and any subsequent reports) have received input and are completed on time.

Qualifications:

  • Post-Secondary education in a relevant discipline, (e.g., Business, Administration, HR) or an equivalent combination of education and 5 to 10 years’ experience in a similar or like organization.
  • Solid understanding of the Federal Government’s financial and accountability regimes, with a willingness to learn and adapt to the unique requirements of Crown Corporations.
  • Extensive experience in racial equity, discrimination, and diversity.
  • Experience in management roles within a complex organization, with a demonstrated ability to navigate and excel in dynamic and challenging environments.
  • Management within a complex, unionized and multidisciplinary institution.
  • Experience in collective bargaining and understanding collective agreements.
  • Management of highly specialized human resources management to include compensation adherence, performance management, and pay equity.
  • Experience managing resources and preparing reports and submissions for a large organization.
  • Planning, development, implementation, and evaluation of complex operational projects.
  • Policy development and strategic planning.
  • Expert understanding around Access to Information and Privacy (ATIP) or similar provincial legislation.
  • Experience with Human Resources, facilities management, and business operations.
  • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.
