The Civic Engagement Activity aims to foster a more politically engaged citizenry in Iraq, enhancing trust and participation in the country’s democratic processes by elevating civic literacy and empowering citizens to actively engage in discussions on issues of concern. This initiative seeks to equip citizens with the knowledge and skills necessary for effective democratic participation, fostering awareness of governmental processes, promoting access to accurate media content, increasing engagement with government entities, and empowering public participation, especially among marginalized groups. The activity emphasizes localization, involving local leadership in design and priority setting, and integrates local capacity strengthening in line with USAID’s policy. Sub-grants will identify potential local partners for direct awards, ensuring a collaborative approach that aligns with mission priorities and incorporates Iraqi voices.
Responsibilities
Creative Associates seeks a Director of Operations for an anticipated USAID-funded Iraq Civil Society Project, aimed at enhancing civic engagement and democratic processes in Iraq. The Director of Operations will report to the Chief of Party and provide overall operational management and administrative oversight. Primary Responsibilities:
- Ensure streamlined operations systems and procedures in compliance with Creative and donor rules and regulations.
- Implement and manage operational policies, including field operations, inventory, fleet management, and IT, ensuring compliance and effectiveness.
- Oversee procurement of goods and services according to Creative’s policy.
- Ensure project meets all USAID contractual requirements and compliance with USAID policies and regulations.
- Provide operational oversight, including maintenance and monitoring of the project budget.
- Manage operational systems, files, and maintain Creative’s online management system.
- Liaise between Creative Associates’ field and headquarters offices regarding operational matters and audit requests.
- Participate in ongoing analysis, forecasting, and review of project expenses.
- Manage staff responsible for arranging travel, logistics, and organizing workshops.
- Oversee management of project assets, including inventory, IT equipment, transport, vehicle management, and office maintenance.
- Prepare monthly field expense reports and report monthly expenses to HQ offices.
- Ensure program compliance with USG rules and regulations, and Creative policies and procedures.
- Provide operational training and guidance to project staff, grantees, local partners, and beneficiaries as needed.
- Respond to requests from USAID and supervisors as needed.
- Travel as needed to ensure smooth operations and provide management support.
Qualifications
- Bachelor’s degree in project management, business management, administration, or related field and 9 years of relevant experience. Master’s degree (preferred) and 7 years of experience.
- At least 5 years of supervisory experience, including managing diverse teams and supporting staff development.
- Knowledge of operating procedures and security considerations in complex environments.
- Previous experience working with USAID strongly desired, or similar work for other donors/U.S. Government agencies.
- Demonstrated leadership skills and experience working in multi-disciplinary and multi-cultural teams.
- Experience working in Iraq required.
- Fluence in Arabic and proficiency in English required.
