The position is assigned to the Portfolio Management Division (PFPM) within the Procurement, Portfolio and Financial Management Department (PPFD). The responsibilities of this Department in terms of portfolio and project management are to: (a) assess the performance of ADB’s portfolio, including preparation of the annual portfolio performance report, reporting on quarterly portfolio performance and project classification system, and conducting special studies; (b) prepare regular and ad hoc reports on the status of ADB’s portfolio; (c) manage selected portfolio databases, including data entry and data quality assurance; (d) support and manage ADB’s automated project management systems; (e) supervise and manage the design and rollout of portfolio related module(s) in SovOPs; (f) work closely with the Transformation Office in the ongoing rollout of New Operating Model (NOM) and updating portfolio management guidance accordingly; (g) maintain the Procurement Dashboard and its monthly update; (h) provide technical and analytical portfolio management support to user departments; (i) oversee, administer and advise on Project Administration Instructions (PAIs); (j) provide secretariat support to the Operations Review Meeting-Portfolio; (k) lead interagency engagement on portfolio and project management issues including participation in multilateral development bank (MDB) portfolio management meetings; (l) comment and advise, in coordination with the Strategy and Policy Department, on operational policies and procedures; and (m) chair and host monthly portfolio network meetings ensuring participation of all stakeholders.

You will report to the Director General, PPFD and will oversee International, National and Administrative staff.

As a Director, PFPM, you will (i) lead the full range of work on portfolio management issues including policy advice; project management practices; portfolio management systems, analysis and reporting; capacity building for effective project delivery; updating, clarifying, and maintaining consistency on project administration instructions; and interagency coordination; (ii) chair and manage the bank-wide portfolio network for both sovereign and nonsovereign operations; (iii) provide high-level advice and support to the Director General (DG), PPFD in carrying out the Department’s work program, with particular focus on portfolio management matters; (iv) help operational departments and Management in monitoring project implementation and project closure and providing guidance to project related queries and issues; and (v) represent PPFD at various IT committees covering the Digital Agenda with a focus on SovOps and the Integrated Disbursement System.

You will:

  • Advise DG, PPFD on: (i) portfolio and project management policy issues and associated business practices in coordination with SPD and other departments/offices including TO, SovOps Secretariat, IT Digital Committee, and other information technology initiatives supporting portfolio management; and (iii) requests from BPMSD and SPD on ADB-wide programming issues.
  • Manage daily operations of PFPM, including work program, quality of PFPM outputs, and performance of PFPM staff; provide clear direction and regular monitoring and feedback on performance; and provide coaching and mentoring to PFPM team members and ensure their on-going learning and development.
  • Lead and ensure high quality, independent advice on ADB’s portfolio to the Board, Management, and heads of departments; work with all RDs, SG, and PSOD in regularly monitoring progress on loan commitments following approvals; provide periodic updates to Management through the Operations Review Meetings on Portfolio.
  • Advise user departments as Chair of the Portfolio Network on (i) maintaining effective quality control mechanisms for the design and monitoring framework and project administration manual; (ii) the use of project performance management systems for improved measurement and reporting on results; and (iii) the use of project administration instructions including updating as required.
  • Prepare quality reports including the flagship Annual Portfolio Performance Report and provide inputs to the other strategic reports, namely the Development Effectiveness Report and the Annual Evaluation Review.
  • Advise on the quality of design and delivery on tailored training to ADB staff and government officials to develop project and portfolio management skills in accordance with ADB policies and procedures.
  • Contribute to internal/ external knowledge sharing events on portfolio management issues.
  • Manage assessments of ADB’s portfolio performance and providing reports (regular and ad hoc) on portfolio status; oversee the (a) management/development of ADB’s automated project management system and other selected databases; and (b) management of networks including Operations Review Meeting and bi-annual informal board session on programming and portfolio.
  • Lead the design and rollout of the SovOPs portfolio related module and on the upgrading of the integrated disbursement system.
  • Perform other tasks as instructed by DG, PPFD and reflected in the incumbent’s work plan.

You will need:

  • Master’s Degree, or equivalent, in Business Administration, Economics, Engineering, Finance, Social Sciences or related fields; or University degree in Business Administration, Economics, Engineering, Finance, Social Sciences or related fields, combined with at least 10 years of specialized experience relevant to the position in similar organization/s may be considered in lieu of a Master’s degree.
  • At least 15 years of relevant work experience and demonstrated technical competence related to the assigned sector/area.
  • Excellent written and verbal communication skills in English.
  • International experience working in several countries
