JOB CONTEXT:

The P2R Division is a technical division composed of the following sectors:

  • Disaster Risk Reduction & Climate Change Adaptation (DRR/CCA) – 3 staff;
  • Protection Against Abuse and Violence – 3 staff;
  • Inclusive Governance and Humanitarian Action – 9 staff;
  • Making It Work Project – Gender & Disability – 2 staff.

The team currently comprises 17 staff.

HI has been active in the field of Disaster Risk Reduction (DRR) for over twenty years, implementing and promoting inclusive approaches that ensure protection of groups most excluded and most affected by disasters, such as persons with disabilities, older people, women, children, and indigenous populations. Together with local partners, we develop risk reduction and disaster preparedness strategies that address and lessen the differential impact of disasters on the most vulnerable groups and individuals. The increased frequency and intensity of disaster events due to climate change is posing unprecedented threats to poor communities and most vulnerable groups, calling for greater investments in DRR and innovative approaches in order to act before a disaster has actually happened or developed into a humanitarian crisis.

To this end, HI has developed a multi-year, multi-country project aiming at piloting inclusive anticipatory action approaches for communities frequently impacted by climate-driven disasters in three countries. HI is part of a growing community of practice worldwide that tries to more systematically link weather forecasts and early warnings to projected humanitarian impacts, in order to proactively take mitigating actions prior to the onset of the shock that will help save lives and protect livelihoods.

The DRR Specialist position we are seeking is meant to be in charge of the ensuring technical guidance, support and control in his scope of expertise, with a focus on the above-mentioned Project. The recruited person will support concerned country teams in the development, implementation and quality control of planned activities in their respective context. He/She will ensure cross learning, consolidated monitoring and reporting, promote project’s results and learnings globally, and liaise with relevant partners. The post holder will combine technical and project management skills as well as expertise in facilitating collaboration between multiple stakeholders.

YOUR MISSION:

Responsibility 1: Project coordination, monitoring and learning:

  • Supervise and coordinate the planning of activities in line with proposal timeline, indicators and objectives;
  • Oversee budget monitoring and follow up in collaboration with the appointed HQ finance officer to ensure activities are carried out within budget;
  • Ensure an efficient and collaborative liaison and coordination with country teams and other HI departments on operational matters.
  • Conduct monitoring visits of field activities in the concerned countries;
  • Is the focal point and provides steering to theconsultants for specific deliverables;
  • Oversee timely reporting of activities as per contractual obligations, ensuring the consolidation of all country-level inputs;
  • Lead on the programme-level final evaluation, capitalization and learning process.

Responsibility 2: Technical programme support on DRR for a specific set of countries:

  • Ensure strategic and technical support to DRR projects implemented in a set of countries, promoting the mainstreaming of HI crosscutting approaches in their sector;
  • Contribute to the development and dissemination of lessons learnt and research emerging from the targeted countries when relevant;
  • Oversee the animation of a sectorial talent pool in each country, through technical interviews of prospective staff and professional development;
  • Contribute to the development of major opportunities or new innovative projects under his sectorial scope in the targeted countries, including through the identification of relevant partnerships;
  • Support country teams with the design of terms of reference for field-level technical consultancies.

Responsibility 3: Technical development and Capacity-building:

  • Ensure technical support to country teams on Anticipatory Action (AA) technical area, as well as DRR when gaps are identified;
  • Provide technical guidance according to sectoral internal and external guidelines and standards;
  • Identify and address needs for ad-hoc training and coaching and supports peer-to-peer learning;
  • Contribute to build capacity on anticipatory action within other HI countries and colleagues through internal communication activities;
  • Contribute to quality control of technical and knowledge products developed in the area of expertise.

Responsibility 4: HR support for DRR technical area:

  • Technical dotted line report of technical staff working on the project;
  • Support recruitments of country staff linked to his/her area of expertise;
  • Take part in recruitment and performance review processes for key project staff operating at field level.

Responsibility 5: Representation and external coordination:

  • Attend and actively contribute to events with key stakeholders at international level;
  • Support learning within global initiatives for anticipatory action through active dissemination of project lessons and knowledge products;
  • Facilitate as required specific working sessions on inclusion within the global anticipatory action community of practice.

YOUR PROFILE:

  • Minimum Master’s Degree level qualification in Disaster Risk Reduction/Management, International Humanitarian assistance, Early Warning and Risk analysis, or a closely related field;
  • Any additional training/certification on anticipatory action, and/or Climatology, and/or inclusion is an asset;
  • Minimum 5 (five) years of relevant experience in Disaster Risk Reduction, Preparedness, Climate Change Adaptation and humanitarian assistance in fragile contexts affected by climate-related extremes, including work experience with national and international NGOs, UN agencies, governments or donors;
  • Sound understanding of issues related to disaster vulnerability with a special focus on disability, gender and age as potential factors of exclusion;
  • The position requires fluency in written and spoken English and French.

ACCESSIBILITY OF THE POSITION:

Based in Lyon, the position is located in Open Space, boxes are available for more quiet if necessary and the work space is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available. Concerning the building, elevators and access ramps are available.

CONDITIONS OF THE POSITION:

  • Type of contract: Fixed-term contract (CDD);
  • Statut ‘Cadre’;
  • 5 weeks of annual leave;
