Are you a proactive professional with a strong coordination and field implementation background? The Area-Based Coordination (ABC) Task Force, co-chaired by OCHA and DRC, is piloting a new coordination model in Ukraine to enhance localized response efforts and improve service access for affected communities.

In this role, we expect you to lead the operationalization of the ABC model, set up effective governance and coordination structures, and facilitate cross-area learning to ensure scalability filling operational coordination gaps among local responders operating at the community level in hard-to-reach areas or in locations with limited or no presence of existing coordination mechanisms.

IYour main responsibilities will be:

  • Facilitate the implementation of the ABC pilot models in Kherson and Sumy Oblasts through hand son support to NGOs chairing the ABC, ensuring coordination with local authorities and humanitarian actors.
  • Establish clear roles, responsibilities, and processes, integrating the ABC model into existing coordination structures.
  • Facilitate an inclusive and transparent rollout, ensuring local actors actively participate and endorse the model.
  • Develop monitoring tools and methodologies to assess the model’s impact and institutionalization.
  • Act as the main liaison between the ABC Task Force, humanitarian coordination bodies, and local responders.
  • Conduct assessments and evaluations, providing recommendations to strengthen coordination and response efforts.
  • Support the scaling of the ABC model, using insights from Kherson and Sumy to expand implementation.
  • Troubleshoot challenges in operationalizing the model and propose necessary adjustments.
  • Provide regular reports and updates to the ABC Task Force, ICCG, HCT, and other stakeholders.
  • Present findings and recommendations to enhance interagency and intersectoral coordination at local and national levels.

About you

To be successful in this role, we expect you to have experience both in the implementation of humanitarian programmes, demonstrating a deep understanding of operational complexities, challenges, and successful response strategies at field level, as well as a strong track record in a coordination role, whether in a humanitarian cluster, as senior management in an (I)NGO, or within a UN agency, with clear evidence of effective leadership, strategic decision-making, and impact-driven coordination. In-depth understanding of the global humanitarian coordination architecture and passion for collective action is a must. Moreover, we also expect the following:

Required

  • Minimum of 7 years of experience in the humanitarian sector with a proven track of record in coordination and humanitarian programme management in several humanitarian crises;
  • Demonstrated experience with operationalization and scale up of pilot approaches and models is a strong added value
  • Past experience implementing/ coordinating humanitarian response in hard-to-reach locations is a strong added value
  • Past experience with area-based coordination models is a strong added value.
  • Past experience in Ukraine is a strong added value
  • Written and spoken fluency in English
  • Written and spoken fluency in Ukrainian a strong added value

We offer

Contract length: 12 months. The appointment is subject to the availability of budget.

Band: Non management band F

Designation of Duty Station: Kyiv, Non Family Duty Station (with 70% of travel)

Start date: 1st April 2025
