DRC Algeria, Libya, Tunisia (ALT) is looking for an experienced Consortium Coordinator to coordinate the DRC-NRC-INTERSOS Consortium in Libya to implement the EU-funded LISAN project. The coordinator, under the supervision of the project Steering Committee, will be responsible for coordinating the work of the Consortium unit and of the partners, the exchanges with the donor and with key stakeholders. LISAN seeks, over 36 months, to address critical protection needs within the Libyan and non-Libyan population across the East (Ajdabiya, Benghazi), West (Tawergha, Tripoli, Zuwara) and South (Sabha) of the country. Combining a package of immediate, qualitative protection services with activities to support increased access to basic services and rights, and environment-building activities targeting inter/national stakeholders. The coordinator will play a key role in driving the joint initiatives of the three partners, the smooth communication and reporting of the project to the donor, the MEAL of the project and the advocacy component.

Your main duties and responsibilities will be:

Program, Monitoring, Oversight, and Quality Assurance

• Provide leadership and overall management, as well as general technical direction, for the implementation and development of project activities.

• Ensure the program has a robust monitoring and evaluation framework to support lessons learned, identify and navigate real-time contextual changes, promote scalability where possible, and measure program outcomes.

• Effectively manage the consortium management unit, including leading recruitment processes, professional development, and evaluations, ensuring project outcomes by setting specific goals and providing continuous performance feedback.

• Responsible for managing the timely and quality completion of all program deliverables and technical, administrative, and financial reports, in compliance with donor guidelines and DRC operational standards.

• Ensure a shared vision of the project and its “theory of change” among consortium partners.

• Oversee the establishment of effective reporting, financial management, staff management, and procurement mechanisms for the project.

• Promote the sustainability of project activities through effective networking, links with other programs, ensuring participatory approaches, and community empowerment within the project approach.

Coordination, Advocacy, and External Relations

• Plan and prepare quarterly consortium steering group meetings (agenda development, background documents, progress presentations) and technical working group meetings, and oversee the implementation of recommendations.

• Act as the primary liaison with program committee members and establish effective working relationships with them.

• Develop partnerships within the humanitarian and development community and coordinate with authorities at regional, state, and district government levels.

• Lead advocacy efforts with partners, donors, clusters, etc., where possible and relevant.

• Serve as the main point of contact and establish effective working relationships with all internal and external stakeholders on solutions and resilience on behalf of the consortium.

About you

To be successful in this role we expect you to have at least five years of professional experience in a relevant field, preferably in an NGO. Moreover, we also expect the following:

Required

• Five years of experience preferred with project or program management and proven organizational skills, coordination and implementation of consortium projects

• Three years’ experience engaging with donors, including EU (DG NEAR) and management of large grants and in protection related programming

• Strong knowledge of donor compliance rules and regulations

• Knowledge of the North African context

• Demonstrated capacity to work collaboratively in a multi-cultural environment with competing priorities, tight deadlines, and in a complex emergency context

• Ability to live and work in an insecure and high stress environment

• Willingness to travel to Libya

• Excellent writing, editing and communications skills in English required.

Designation of Duty Station: Tunis, with up to 50% time travelling to Libya
