DRC Syria

DRC has been operating in Syria since 2008, initially responding to the Iraqi refugee crisis before pivoting to a full-scale response to the Syria crisis from 2011 onwards. Our work encompasses the full cycle of displacement—responding to life-saving humanitarian needs and supporting community recovery until durable solutions can be achieved. DRC Syria takes an area-based approach to supporting internally displaced persons (IDPs), returnees, and host communities across our key sectors: Economic Recovery and Resilience, Protection, WASH, Shelter and Infrastructure, and Humanitarian Disarmament and Peacebuilding (including Humanitarian Mine Action).

With an established rapid response mechanism, DRC can rapidly respond to emerging crises and shocks to meet acute emergency needs. Recognizing the significant need for early recovery and resilience programming to ensure dignified, sustainable, and cost-effective solutions for fragile communities, DRC’s programmes foster resilience for individuals and communities in situations of protracted displacement and during the initial stages of post-conflict recovery, towards a durable solution of their choice. With active portfolios in the neighboring countries of Jordan, Lebanon, Türkiye and Iraq, DRC offers a cross-border, regional response to the Syria crisis, through cross-border protection monitoring, advocacy, and trends analysis

About the job

The Medical Coordinator (MC) is the senior expert responsible for all HMA medical related matters, including both operations and training. They will ensure that DRC medical operations and training are compliant with current global medical best practice and conform with International and National standards. The MC will also act as the technical line manager for the HMA Team field medics.

Duties and Responsibilities

• Provide oversight of all medical issues.
• Responsible for oversight and delivery of medical training, daily operational planning and implementation.
• The MC shall ensure that the team Paramedics are adequately equipped and trained as by DRC HDP SOP Medical Support in Mine Action.
• Ensure that the Paramedics can carry out their duties in a professional manner.
• MC shall ensure that all medical staff are qualified to carry out their duties in support of clearance operations within the definition of qualified personnel.
• Maintain reporting mechanisms and produce proper records and reports on all aspects of medical activities according to the requirements of the DRC HDP SOP Medical Support in Mine Action.
• Conduct regular casualty evacuation (CASEVAC) exercises together with the TFMs and Team Leaders.
• Provide direction and supervision to DRC HDP personnel with regards to health issues.
• Carry out regular QA/QC visits to the DRC HDP medical teams deployed in support of clearances activities.
• Ensure that the medical DRC HDP SOP Medical Support in Mine Action is always updated and is in accordance with the International and National Mine Action Standards.
• Coordination of all paramedics in coordination with the Global Medical Advisor, TFMs, Operations Manager and Team Leaders.
• Support the OM in investigating accidents/incidents and compile relevant reports.
• Ensure that the DRC HDP sickness database is updated and the administration staff are updated daily of staff sickness.
• Monitor staff sickness and inform the OM and of irregularities.
• Conduct medical examinations of staff presenting as unfit for work.
• Provide the mine action team Paramedics with up-to-date information on current medical techniques and procedures.
• Identify and conduct assessments of local medical facilities and hospitals and advise the OM, TFMs and team Leaders of the most suitable primary and alternate medical facilities for the areas in which the mine action teams are deployed.
• Review and adjust as necessary the CASEVAC plans for the teams deployed in the field.
• Advise the OM regarding CASEVAC procedures and medical facilities as they relate to the HDP MERP.
• Act as a team filed medic if required in the absence of a team field medic.
• Any other task as directed by the Operations Manager.

Experience and technical competencies:

• Certified (to Syrian national standards) medical doctor with relevant field/and or hospital experience in emergency medical response and trauma care.
• Minimum of 3 years of experience providing medical support in humanitarian or emergency response context.
• Experience in a Hospital emergency Room, Intensive Care unit, trauma team or as a military combat doctor (desirable).
• Prior experience delivering medical training.
• Good skills in MS Office (Excel, PowerPoint, Word).
• Valid manual driving license category class A and able to drive a four-wheel drive vehicle (desirable).

Education:

Bachelor’s degree in medicine or related discipline.

Languages:

• Fluency in speaking, reading, and writing of English language.
• Fluency in speaking, reading, and writing in Arabic language.

We offer

Contract length: 12 Months (Extension based on performance and funds).

Level: Non-Management G1.

Location: Rural Damascus
