Who are we?

The Danish Refugee Council (DRC) is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations based on humanitarian principles. Our response in the occupied Palestinian territory is centred on empowering conflict affected communities to meet their basic needs and promoting safety and dignity by addressing protection risks. Operating from two hubs in Deir al Balah and Gaza City, and with a coordination office in Ramallah and a representation office in East Jerusalem, the DRC maintains an active presence with over 30 national and international staff and four civil society partners. DRC now aims to grow our operation into a Country Office, as part of the Middle East Hub, which also comprises Türkiye, Yemen, Syria, Iraq, Lebanon and Jordan.

About the job

The Technical Field Manager leads day-to-day Humanitarian Mine Action field operations in Gaza and the wider oPt, ensuring safe, high-quality EOD/EHA activities, team supervision, internal QA, and compliance with IMAS, UNMAS tasking, national requirements and DRC HDP SOPs. The role also oversees the logistical and basic administrative/HR needs of assigned teams, supports national staff and partner capacity building, and provides regular operational reporting and technical input to the Operations Manager and Information Management unit.

Responsibilities:

OPERATIONS:

The TFM is responsible for all operational aspects of his/her assets including the following.

Technical responsibilities and oversight

• Responsible for daily management and supervision of operational activity, ensuring safety and quality of EOD/EHA operations.
• Supports the HDP Operations Manager in the planning and tasking of operational assets.
• Manages, mentors and supervises national staff ensuring that they carry out their duties in a responsible manner. Ensure all teams are fully compliant with IMAS, TSGs, & DRC HDP SOPs.
• Delivers and monitors training to build capacity within the national staff in consultation with the OM.
• Regularly conducts internal quality assurance of EOD/EHA, providing corrective action where necessary.
• Daily reporting of all HDP activities to OM and IM unit.
• Monitor and analyse productivity and report back with recommendations for improvement
• Supports the process of accreditation of DRC HDP in oPt according to legislative requirements, if and when required.
• Assists the OM in the revision of TSGs and DRC HDP SOPs.
• Advice, assists and guides other DRC sector staff to mitigate EO risks when operating in contaminated areas, as required.
• Implement security measures in accordance with the security plan and coordinate with the OM/HDP Manager.
• Support capacity building of national partners through training and mentoring.
• Ensure that priorities set by the programme, and UNMAS are met, and the requirements of the donors and beneficiaries are taken into consideration.
• Act as an OM during OM’s absence, when required.

Logistics

The TFM is to ensure the logistic requirements for his/her assigned assets are planned for and correctly managed. Specifics are as follows:

• Ensure the serviceability of equipment for assigned tasks.
• Ensure timely replacement of defective equipment for assigned tasks.
• Ensure long-term planning for equipment that has expiry restrictions.
• Follow up on requisitions to HQ for his/her assigned tasks.
• Ensure damage and losses are reported correctly.
• Ensure logistic procedures between the field and HQ are being followed.
• Be the Logistic focal point to coordinate with the Supply Chain Manager in HQ for his/her assigned tasks.
• Assist the OM and Supply Chain in developing plans for maintenance and turnover of operational equipment.

Administration / Human Resources

The TFM is responsible for monitoring various aspects of admin and HR of his/her operational assets including the following:

• Discipline and welfare of assigned staff including Code of Conduct, absenteeism and determining the root cause and effect on operations.
• Ensure correct staff levels are maintained for tasks.
• Identify staff that have potential for advancement and make recommendations to the OM.
• Conduct annual appraisal of staff as directed by the OM.
• Document staff work and leave records on a monthly basis.
• Facilitate the recruitment of field-based staff in your field location.
• The TFM is to monitor the financial aspects of his/her operations with the following responsibilities.
• Ensure correct financial procedures are followed at field level.
• Verify and sign all field vouchers and payments at field level.
• Monitor operational expenditure at field level.

Experience and technical competencies:

• A minimum of 5 years of working experience in Explosive Ordnance Disposal is required.
• IMAS EOD Level 3+ and IMAS IEDD Level 3 qualifications and previous work experience as a TFM is required.
• Experience as a trainer and supervisor of mine action technical staff in EOD is required.
• Experience in logistics and the safety of personnel and assets is required.
• Fluency in written and spoken English with excellent writing skills required.
• A high degree of computer literacy is required.
• Working experience in the Middle East is highly desirable.
• Substantial documented professional technical experience in mine action.
• Basic first aid.
• Basic radio communication skills.
• Excellent command of the most common methodologies to identify, assess and monitor activities, with proven record of achievements.
• Strong administration and organizational ability.
• Excellent management and personnel skills – a calm and diplomatic disposition will be preferred.
• Ability and flexibility to understand the cultural and political environment and to work well with the local authorities.
• Willingness to live and work in remote and isolated areas under basic conditions is a must.

Education:

• Minimum High School certification
• IMAS EOD 3+ qualifications (mandatory)
• IMAS IEDD 3 qualifications (mandatory)
• Certification in HMA practices.
• Full driving license (manual).

Languages: (indicate fluency level)

• English – Fluent.
• Knowledge of country Arabic language would be considered advantageous.
