DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Throughout its nine field offices and a workforce of 270 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the Job:

Overall

Assist in the development and implementation of the MEAL strategy and workplan; and contribute to DRC strategy, DRC accountability commitments and learning needs and priorities in the area of responsibility.

Assist in effective implementation of the monitoring, evaluation, accountability and learning strategies and global standards; support mainstreaming MEAL throughout the PCM and reinforce quality programme management in the area of responsibility.

Responsibilities:

MEAL capacities and commitments

  • Follow data protection protocols and steps with the highest level of commitment to data protection and confidentiality.
  • Support capacity building, training for programme and sectors and field staff to improve the field monitoring or any other MEAL needs.
  • Follow accountability and ethical standards in everyday work.
  • Engage in collaborative relationships with internal and external stakeholders to ensure engagement and support for quality evidence and MEAL in the area of responsibility.

Results Monitoring and programme quality support

  • Assist colleagues in Project Cycle Management, in line with DRC guidance and division of labour, accommodating external requirements and internal evidence needs. Specifically, assist in implementation of the MEAL plans, indicator tracking tools and other relevant tools for the area of responsibility.
  • Assist in project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes.
  • Assist in the implementation and data collection for results frameworks and monitoring processes and tools at the right level.
  • Carry out field level data collection and field monitoring, also supporting with data cleaning, verification and analysis where relevant.
  • Apply ethical principles in the field work, including with regards to DRC Code of Conduct and in line with referral protocols and SOPs.
  • Implement protocols for data protection, storage, sharing, and security in the area of responsibility.
  • Support the analysis and ensure reporting of MEAL qualitative and quantitative data collected in line with internal information needs and external reporting obligations.
  • Support the MEAL TL, programme teams and grants management in line with the MEAL plans.

Accountability

  • Support implementation of the different mechanisms for community engagement and feedback in monitoring, evaluation, accountability, and learning in the area of responsibility.
  • Assist in the implementation of DRC’s Community Feedback Mechanism.
  • Register and follow up to complaints as assigned by the managers and process complaints in a timely, safe and accountable manner.

Evaluation, analysis and learning

  • Support data gathering as relevant as well as data cleaning, verification and initial analysis.
  • Support sharing MEAL findings, feedback and learning.
  • Regularly present the key MEAL findings and feedback to the supervisors.
  • Participate in and assist in the internal or external evaluation processes as required.

Other

  • Ensure adherence to DRC’s Age, Gender, and Diversity policy and AGD minimum standards for data disaggregation.
  • Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy.
  • Ensure compliance with GDPR and data protection policies including beneficiary confidentiality.
  • Perform other relevant tasks as requested by the line manager.

About you

To be successful in this role you must have:

Experience and technical competencies:

a) Essential

  • 1 year experience working with NGOs and/or the humanitarian sector, and use of data collection tools.
  • Ability to collect data and perform data quality steps, with a high commitment to ensuring quality of programming to reach the population of concern.
  • Ability to follow and communicate instructions in relation to ethical principles.
  • Ability to discuss and follow priorities with line manager.
  • Skill in MS Word, Excel, and PowerPoint and general data literacy.
  • Ability to think critically.
  • Interest to explore and learn about data collection software.
  • Good verbal and written communication skills, including strong community/client service delivery motivation.

b) Desirable

  • Experience with DRC Core Sectors
  • Direct experience involving data collection, working as enumerator and/or working with the communities.
  • Familiarity with the relevant data collection software, preferably Kobo Toolbox, ODK.

Required qualifications:

Education:

  • A Bachelor’s degree in relevant field (international development, social sciences, statistics, public health, etc.) + at least 3 years of relevant experience

Languages:

  • English (good)
  • Arabic (fluent)

  • MEAL team members, MEAL TL & MEAL Manager
  • Area Management
  • Technical Coordinators

We offer

DRC will offer the successful applicant a contract until Dec 31, 2025, renewable dependent on both; funding and performance. You must be available to start work as soon as possible, and be willing and able to work in Mocha

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (I Non-manager) and will be reporting to MEAL team leader.
