Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

In February 2022, a new phase in the armed conflict in Ukraine started. The intensification and spread of hostilities have affected all of Ukraine, causing massive humanitarian needs across all sectors and destroying essential civilian infrastructure. Millions of people are displaced in Ukraine, more than 5 million people have fled to other countries.

IFRC has launched a major Emergency Appeal for Ukraine and Impacted Countries that is coordinated on European regional level – with numerous country level operations ongoing. ICRC, IFRC and numerous Partner National Societies are integrating their capacities to provide coordinated crisis response in Ukraine and impacted countries. The operational structure will be fully integrated into existing structures at Country / Country Cluster and Regional Office level to ensure full synergies with the overall regional work.

Job Purpose

The purpose of the Country Office (CO) is implementation of the international strategy and institutional representation at 
the country level. 
a. The CO is responsible for partnership management and operational support to the National Society. 
b. The CO is responsible for Movement coordination, and contributions to preparedness for emergency response 
operations in accordance with relevant IFRC categories and ICRC emergency response architecture. 
c. The CO contributes to Norwegian Red Cross humanitarian diplomacy and external relations. This includes the 
identification of resource mobilization opportunities. 
d. The CO is responsible for results and finance management according to grant requirements and Norwegian red 
cross finance and administrative regulations, and to manage risks, herein security and fraud and corruption. 
e. The CO is responsible for the technical quality of all projects in line with operational standards, herein quality 
assurance of projects implemented by the National Society 

The purpose of the Driver is to transports people and goods in a safe and timely manner, in accordance with IFRC rules 
and regulations and national traffic laws. 

Job Duties and Responsibilities

Strategic responsibilities

  1. Coordinate the financial functions of the country office in line with Norwegian Red Cross rules and procedures.
  2. Support, Host National Societies’ (HNS) capacity building as required on financial management matters pertaining to operations and finance risk management.

Operational responsibilities

General duties

– Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent
Movement
– Always respects and observes staff regulations and security rules.
– Always represents the Norwegian Red Cross in a professional manner.
– Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
– Performs all duties with the highest level of confidentiality in the interest of the employees and the RC Movement.
– May be asked to perform tasks not covered in this job description and to provide support to other departments
when necessary.

Accountabilities and responsibilities

General

– Drives light vehicles to transport people and/or material in strict adherence to internal security rules and national
traffic laws.
– Drives light vehicles in the safe and economical manner.
– Constantly monitors security conditions on the road.
– Ensures that goods are stored inside the vehicle according to local, international and ICRC safety standards
(attachment and distribution of goods, etc.).
– Checks their assigned vehicle(s)’ equipment, general functioning and body condition and ensures that it is kept
fuelled and clean inside and out.
– Checks that trips have been authorized where necessary.
– Immediately reports accidents, defects and/or missing equipment to management.
– Can act as head of convoy as needed (in charge of the driver(s), application of security rules and timeframe for the
convoy).

Transport

– Drives different types of Red Cross light vehicles and transports people and/or material as per instructions.
– Loads and unloads vehicles as necessary and ensures that the goods are loaded safely. Properly delivers cargo as
requested and obtains transport documents for all cargo transported.
– Ensures that passengers and cargo on board have all the necessary authorizations and documents available.
– Controls attributed vehicle and avoid misuse.

Fuel

– Ensures that the car is always refuelled before parking at the end of the trip.
– Drives in manner that minimizes fuel consumption and maintains vehicle in good condition.
– Fills in Logbook, weekly report and Tachometer tape correctly with all relevant data for each trip.
– Hand over complete documentation to dispatcher at the end of the week.

Load responsibility

– Drives in a manner that will not damage cargo.
– When applicable, ensures that custom and Red Cross seals are intact.
– Is present at the loading and unloading of goods and confirms that the quantity corresponds with relevant
documentation.
– Is responsible for goods documentation.
– At unloading presents documentation to the receiver of the goods to be signed and returns it to dispatcher
– Participates in loading and unloading if needed.

Job Duties and Responsibilities (continued)

Vehicle’s checking & maintenance

– Checks the mechanical condition of the vehicle before the trip and at the beginning of all working days: fluid
levels, wheels, tyres, lights, inspects for eventual leaking of fuel and oil, checks body condition.
– On each handover and once a week checks vehicle equipment and body condition assigned for checking through
checking lists
– Can change tyre or bulb on the road.
– Is responsible for equipment, tools, chains, spare tyres placed in the vehicles and reports any changes to Logistic
Coordinator.
– Informs Logistic Coordinator about service, maintenance and other possible repairs needed in advance and fills in
technical report.
– During the trips monitors all cabin instruments to be able to promptly react if needed

Security

– Informs Logistic Coordinator about time of departure and return to the base.
– Makes sure that vehicle is parked in safe area all the time.
– Is aware of and reacts to the current security situation.
– Respects Red Cross internal security rules all times.
– Respects the laws in general and traffic regulations in particular.
– Use the security belt and oblige passenger to use it.
– Drives only Red Cross goods and personnel in Red Cross vehicles unless instructed differently by superior.
– Fills in relevant field trip and other form.
– Avoids using mobile phones while driving and respects radio communication procedures.
– Is aware of the rules concerning correct use of vehicle, and carriage of passengers and goods.
– Acts as convoy leader when required

Collaboration

– Liaises internally mainly with Norwegian Red Cross country office staff and project staff within URCS.
– Liaises with visits from Norwegian Red Cross HQ or other parts of the RC Movement when needed.
– Liaises externally with people related to their work, e.g. traffic police, weapon bearers at checkpoints, fuel-station
personnel, etc. May interact with beneficiaries.

Education

Required:

Valid Driver license which comply with local regulations and international standards, automatic and manual gear.

Experience

Required:

– Driving experience – prior experience as a professional driver is an asset.

Knowledge, Skills and Languages

Required:

– Understand defensive driving techniques to minimize risks and prevent accidents.
– Proficiency in using maps, GPS, and navigation apps to find optimal routes.
– Basic knowledge of vehicle maintenance and troubleshooting. This includes checking oil
levels, tire pressure, brakes, and other essential components.
– Due to challenging humanitarian environment, adaptability and resilience are essential.
– Understand security protocols and safety risks, follow strict instructions provided by
supervisors.
– Know how to respond in emergencies, including evacuation procedures and first aid.
– If transporting goods or supplies, understand proper loading and unloading procedures.
– Working proficiency of regional languages is required.

Fluency in English is an asset.
