The OECD has recently created a Centre for Population Dynamics (the Crete Centre). This Centre will serve as a hub for capacity development, peer-to-peer learning and high-level policy dialogue, to support and complement the Organisation’s work on population and migration. The strategic objectives of the Secretary-General in this area are to help OECD Member countries and other countries achieve productive and fair societies by enabling sound public finances, efficient and inclusive labour markets, social policies that protect those in need and promote participation in society, and international migration systems that support national priorities.
The Centre will be operating under the joint responsibility of the Economics Department (ECO) and the Directorate for Employment, Labour and Social Affairs (ELS). They are seeking to hire a an experienced policy analyst/economist with exceptional networking, project management and coordination skills to collaborate closely with the Head of the Crete Centre in developing a communications strategy and delivering the Centre’s work programme.This role entails conducting rigorous economic and public policy analyses and drafting papers on a wide range of policy issues. The successful candidate will be expected to network extensively with a broad array of stakeholders, including governments, non-governmental organisations, international organisations, academics and other OECD Directorates.
The position will be located in Athens, Greece in the newly established Crete Centre headquarters.
Job Description
Policy analysis and drafting
- Supervise and co-ordinate policy-relevant analysis in close cooperation with the Crete Centre staff located at OECD HQ. The topics covered will vary according to the Centre’s Programme of Work. The work should lead to the formulation of policy recommendations, underpinned by sound economic and policy process theory and empirical analysis.
- Identify areas in which empirical work is necessary and provide supervision and guidance at the technical level to economists and policy analysts involved in this work.
- Review and comment on work done by other stakeholders, both within and outside the Centre.
- Draft high-quality analytical documents and papers focusing on current economic policy issues relevant to the Centre’s Programme of work.
- Draft reports and articles summarising empirical knowledge, recent economic developments or key policy issues contribution to the Centre’s knowledge dissemination efforts.
- Supervise the preparation of speeches, briefing notes, presentations and other relevant material aligned with the Centre’s Programme of work.
- Undertake ad-hoc and innovative analyses that support the delivery of the Centre’s programme of work, addressing emerging challenges and opportunities
Liaison and outreach
- Foster partnerships and collaboration among relevant policy communities while seeking synergies between Crete Centre-based staff, OECD Headquarter Crete Centre personnel and colleagues across OECD directorates to enhance cooperation and allignment.
- Maintain contacts with senior officials in national Administrations, other international organisations, and country Delegations.
- Respond to enquiries from OECD Delegations, journalists and the general public.
- Contribute to an effective communication strategy of the Centre’s outputs by taking an active role in the dissemination of the Centre’s work, including through media interviews and other communication events.
- Provide support in the organisation of conferences and workshops of national delegates and experts
Management
- Supervise the work of junior staff and external consultants.
- Manage projects involving teams of professional policy analysts and research assistants.
- Contribute to fundraising initiatives including the development of comprehensive proposals and to the strategic team composition, effective management, and supervision.
- Contribute to the management of financial resources under the responsibility of the Centre and mobilise additional sources of financing to support the Centre’s Programme of work.
Qualifications
Academic Background
- An advanced university degree in economics, social sciences or a related field.
Professional Background
- At least six to years’ experience in applied economic analysis, policy advice and structural issues of OECD economies or some emerging economies.
- Experience in economic policy analysis acquired in an international organisation, government ministry, academia, relevant private sector organisations, NGO, think tank or similar.
- Proven experience in managing teams of economists, policy analysts and research assistants.
- Extensive experience in providing policy analysis and advice to public officials.
- Significant project management experience in managing complex projects involving multiple partners.
- Capacity to lead technical teams or projects in an international environment and act as focal point.
- Excellent communication skills, including the ability to synthesise and communicate complex economic concepts effectively to diverse audiences.
Tools
- Sound knowledge of economic, public policy analysis and social research quantitative and qualitative tools such as economic modelling and public policy evaluation methods).
- Proficiency in the use of standard software applications including tools for presentation and communication (MS Office including MS Word, Excel and PowerPoint).
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn, the other.
- Knowledge of Greek would be a considerable asset.
Additional Information
Contract Duration
- Two-year fixed term appointment, with the possibility of renewal.

Salary Information
- Depending on level of experience, monthly salary starts at either 5,031 EUR (PAL6/1) plus allowances, based on eligibility, exempt of Greek income tax.
