The Digital Vice Presidency and the Analytics and Research Unit

Digital technologies are increasingly central to our economic and social lives. They have proven to be a powerful tool to help unlock economic growth and opportunity, tackle development challenges, ease access to services, and improve lives.

The Digital VPU will help create strong foundations for the digital economy to thrive. Working in collaboration with other teams across the World Bank, we deploy a range of products, services, and partnerships to advance global knowledge around key digital development topics and to support countries to define and implement their vision for digital transformation through:

• Financing to governments in the form of grants, loans, guarantees, and risk management products to support digital investment projects and implement policy reforms.
• Advisory services including targeted policy guidance, technical assistance, and capacity building.
• Knowledge products including data and diagnostics to provide actionable insights at regional, country, and local levels, research and thought leadership to expand the global knowledge base, as well as thematic operational toolkits.
• Convening services that bring together key stakeholders, from both public and private sectors and international and non-governmental organizations involved in advancing global digital development.

The Analytics and Research (AR) Unit is one of the global units led by the Global Director of Digital Transformation.

The AR unit consists of a team of economists, with a mandate to (1) address critical knowledge gaps through data collection, harmonization and curation, high quality research and publications in collaboration with DEC and global & regional Chief Economists’ offices; (2) inform policy dialogue and operations through the updated Digital Economy Country Diagnostics framework in collaboration with other units and GPs; (3) provide cross support to regional and country ASAs and operations on digital transformation.

The AR unit is looking for an Economist to be based in Washington DC (USA).

Responsibilities 

The Economist’s responsibilities include:

Research, diagnostics, and publications 
• Maintain and improve Digital VPU’s Digital Transformation Database.

Explore unconventional data sources and develop innovative methodologies to better measure the digital economy, particularly in developing countries.
• Strengthen collaboration and partnerships with internal and external partners on data collection, curation, and analytics.
• Identify strategic topics in the realm of digital transformation and design research methodologies to address policy relevant questions.
• Independently carry out rigorous economic research into a broad range of issues relating to digital transformation, including but not limited to the effects of digital-related regulatory reforms, the industrial-organization aspects of the digital economy, labor market effects of digital transformation, etc.
• Prepare presentations, written reports, research papers, and other forms of publications.
• Lead teams working on research, diagnostics, and publications.
• Develop framework and methodology for Country Digital Economy Diagnostics in close consultation with global and regional PMs, TTLs, and business lines.
• Review and contribute to research, policy analysis and publications led by other global and regional teams within the Digital VPU and World Bank.

Working with clients, WB regions and external stakeholders 
• Contribute to digital transformation projects (ASA and lending) in the regions.
• Participate in policy dialogue with officials of client countries, regional institutions and development partner agencies.
• Contribute and share knowledge and insights on current developments in areas of digital development.
• Represent the AR Unit and the World Bank at events relating to Digital Development, economics, sector policy and regulation.
• Work with other institutions outside the World Bank (e.g.

universities, research institutes, governmental agencies, multi-lateral agencies etc.) in research and policy design in digital transformation.

Corporate initiatives and reporting 
• Contribute to the conceptual design, economics analysis, theory of change and results framework of key corporate initiatives.

Serve as peer reviewers for key corporate knowledge products.
• Support management in corporate reporting.
• Prepare presentations for senior management meetings and support communication and consultations of progress on key initiatives.

 

Selection Criteria

 

Do you meet the following selection criteria? If so, we encourage you to apply:

Education and Experience: 
• Master’s degree with 5+ years of experience or equivalent combination of education and experience.

Ph.D. in Economics preferred.
• Proven track record of published research in microeconomics or related fields.

Demonstrated expertise and strong analytical skills in one or more of the following fields: applied microeconomics, industrial organization, labor economics, international economics, development economics, econometrics. Publication on the development impacts of digital transformation is a strong plus.
• Extensive experience in economic analysis and policy dialogue in low and middle-income countries.

Technical Skills:  
• Excellent conceptual skills, including an ability to consider public policy topics in economics framework; and to think about the role that digital transformation plays in the broader economic and social development agenda.
• Familiarity and experience with various econometrics methods is required.
• Proficiency in Stata is required; proficiency in R, Python, MATLAB, or other statistical and programming software is a strong plus.
• Experience with geospatial analysis and big data analytics is a strong plus.
• Excellent writing skills as demonstrated in a proven track record of publications and effectively delivering technical information and policy messages.
• Proven ability to use advanced visualization techniques appropriately to communicate data, technical information, or complex concepts to non-specialists.

• Experience engaging with high-level stakeholders and policymakers.

Delivers information effectively, including an ability to identify topical policy issues and articulate policy analysis.

Proactively addresses clients’ stated and unstated needs.
• Ability to work effectively in multi-disciplinary, multicultural teams.
• Demonstrated ability to lead small teams and mentor junior staff.
• Proven track record of delivering high-quality outputs under tight deadlines.
