Organizational Setting
FAO’s office for Sudan is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Sudan. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Port Sudan, Sudan. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
Reporting Lines
Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the overall supervision of the Senior Animal Health Officer/Head of ECTAD (NSAH), the direct supervision of the FAO Deputy FAO Representative in the Republic of the Sudan, the technical backstopping of the ECTAD Regional Manager for Eastern Africa, in line with programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER) in Rome, and in close collaboration with the Regional Senior Livestock Development Officer (RNE).
Tasks and responsibilities
• Contribute to the overall objective to improve and develop the livestock sector, safeguard livelihoods and public health, and promote social dialogue for conflict prevention and peace building in the Republic of the Sudan;
• Supervise the implementation of ECTAD activities and provide support to other disease control programmes in close collaboration with the Republic of the Sudan, and in line with the country priority framework (CPF), the FAO’s Strategic Programmes (SPs), and the UNSDC United Nations Sustainable Development Cooperation framework. This includes but not restricted to:
o Support the implementation of the EU funded project rural pastoralist and agro pastoral communities in Darffur region and south Kordofan
o Support the regional EU funded project “Regional Programme in Livestock and Pastoralism for Climate Change Adaptation in Eastern/Horn of Africa
o Preparation of project work plans, provision of inputs, organization of workshops, trainings of the AH component of the LESP project, etc.
o Supervision of project implementation in close collaboration with the National Livestock Officer and under the project team management and partnerships;
o Timely submission of project reports as required by the government, FAO and donors;
o Engaging local/pastoral communities in dialogue forums and partnerships aiming at promoting social dialogue and cohesion, free movements and transhumance, cross-border movements;
o Oversee training programme and provision of consumables, reagents and lab equipment to improve laboratory diagnostic capacity at federal level;
o Facilitate expert missions on laboratory vaccine production and researches;
o Liaison with responsible officers at national and sub-national levels and relevant UN agencies (WFP, ILO, IMO, UNICEF, UNDP, etc.) and NGOs to promote synergy and complementarity;
• Provide technical assistance and advice to the FAOR and Ministry of Animal Resources to develop sound animal disease control strategies and related instruments;
• Liaise with the National Government, development partners, multi-lateral agencies and national and international non-governmental organizations, and the private sector in all matters related to high impact emerging and re-emerging zoonotic and non-zoonotic disease (rEIDs) prevention and control programmes and promote and maintain effective public-Private partnership for technical and policy issues and to enhance veterinary governance;
• Support One Health (OH) capacity and platforms through enhancing collaboration and coordination with the public health, wildlife, environment, education, and other relevant sectors with respect to zoonotic diseases and antimicrobial resistance/use (AMR/U) using existing and new tools and guidelines;
• Establish and operationalize locality level epidemiological networks to facilitate information sharing on disease events and technical information particularly related to priority and high impact zoonotic and non-zoonotic diseases;
• In close collaboration with EMC-Animal Health, FAO National Livestock Officer, Regional \Senior Livestock Development Officer RNE, and ECTAD regional and country teams, coordinate emergency preparedness and rapid response activities in the country;
• Participate in ECTAD EA coordination meetings and provide regular updates of TADs epidemiology situation in the country to inform the GLEWS platform on any significant epidemiological events;
• Prepare and review briefs upon request from FAOR, Regional Senior Livestock Development Officer RNE, ECTAD Regional Manager for Eastern Africa and NSAH;
• Participate in assessment missions and value chain studies aiming at generating updated information on the performance of the Animal Health Sector to prevent, control and detect control TADs and zoonoses, and contribute to the preparation of a strategic and advocacy document outlining priority areas of interventions for improvement (risk assessment, risk modeling, disease surveillance and reporting, national laboratory system at all levels, etc.), with a special emphasis on FMD, RVF, PPR and MERs-CoV;
• Based on the results of the assessments, actively engage in resource mobilization efforts including preparation of concept notes and project proposals to expand animal health related projects that are identified as priorities by the Government, with the advice and support of the FAOR, Regional Senior Livestock Development Officer RNE and Regional Manager for ECTAD EA;
• Submit final technical report upon completion of the assignment to the FAOR, ECTAD Regional Manager Eastern Africa;
• Support the Ministry of Animal Resources in Sudan in the implementation of the action plans for the control of TADs under the MoU between Sudan and Ethiopia and also the MoU between Sudan and South Sudan regarding the livestock cross border movement;
• Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Agriculture or other related subjects.
• At least 5 years of relevant experience in livestock and animal health in emergency context.
• Working knowledge of English and limited knowledge of Arabic, French, Spanish, Chinese, or Russian.

• Work experience in more than one location or area of work, particularly in complex emergency context in field positions.

• Demonstrated work experience and skills in project management including familiarity with the development of results frameworks, logical framework, and results-based project work plans and budget.
• Demonstrated analytical skills and ability to write clear and concise reports is considered a strong asset.
• Strong skills in organizing and leading consultative processes involving various stakeholders.
• Excellent communication and presentation skills and experience working in multicultural environment.
• Good communication, writing and presentation skills in English.
• Knowledge of FAO’s core mandated areas an advantage.
