  1. Background/Context

 

The purpose of the CC Project Manager position is to implement delegated CC project portfolio.

 

 

  1. Generic Responsibilities

The following is a brief description of the role:

  • Contribute to the development of Country, Area and CC strategies, initiate and participate in the development of relevant CC project.
  • Coordinate and manage Education project implementation (EiE activities, procurement, and project documentation) in line with proposals, strategies and donor requirements.
  • Develop and manage project budget in coordination with the Education Coordinator and other CCs.
  • Provide regular progress reports to the Area Programme Manager and the CC Specialist.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist while.

 

 

  1. Specific Responsibilities
  • Responsible for the scale up the Education response at Area level under the technical guidance of the Education Specialist.
  • Identify new opportunities for programming, synergies with the other CCs and partnerships.
  • Implement technical direction and ensure high technical quality of projects.
  • Ensure programme quality and implementation of NRC’s Safe and Inclusive Schools Programme, guaranteeing gender and protection mainstreaming and safe and inclusive programming criteria.
  • Design and manage Education projects at Area level, including with focusing on all NRC workstreams: non-formal education, formal education, informal education, first line response and Youth programming.
  • Provide leadership, direction, and support to the Education team.
  • Line manage and ensure capacity building of project staff and transfer key skills. Adherence to NRC policies, guidance and procedures.
  • Support the development of Monitoring and Evaluation (M&E) systems, ensure M&E compliance and actively coordinate to ensure conducting monitoring exercises and accurate data collection and reporting.
  • Initiate and conduct new assessments relevant for the Education at Area level, in coordination with other CC PM to ensure synergies and multi-sector responses.

 

 

  1. Professional Competencies
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical CC Education expertise and familiarity with education minimum standards
  • Team leadership – experience building team capacity
  • Report writing skills – including analysis
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Experience in shaping and scaling up education in emergencies response including assessments, developing response strategies.
  • Experience on working with local authorities, humanitarian actors, host community and displaced populations
  • Experience with applying ICT tools in assessments, for analysis, documentation and reporting

NRC has been present in Ukraine since 2014. Since the escalation of the war in 2022, we have been continuously scaling up our response across the country and working with national partners.

 

Eight years of conflict in the east of Ukraine escalated into a full-scale war on 24 February 2022, causing death, destruction and displacement for millions of people across the country. 17.6 million people were estimated to be in need of humanitarian assistance in 2023, including 6.3 million internally displaced people and 11.3 million people who returned or remained home. Almost 16 million people received humanitarian assistance in 2022.

 

Throughout the winter months, the Russian Federation attacked critical energy infrastructure, leaving thousands with no heating, water or gas. Many residential buildings were also damaged and destroyed, killing and injuring civilians and forcing millions more to leave their homes. While indiscriminate attacks continued in different regions of Ukraine, the south was struck by the Kakhovka Dam breach on 6 June 2023, causing flooding and the displacement of thousands of people in the area, and leaving many regions without access to clean drinking water. Those who decided to remain are struggling to access food, water, health care, education and other essential services.

 

The most vulnerable people are still in need of safe housing, protection services and livelihoods support among other needs. Displaced people in rural areas are also struggling to access services. Many of those in need of assistance live in the areas beyond the control of Ukrainian government, where the response is limited due to access constraints.
