FAO Afghanistan is investing across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2024-2026, FAO will continue to implement emergency and longer-term, resilience-building projects and programmes in the context of the UN Strategic Framework for Afghanistan (UNSFA) and the Humanitarian Needs and Response Plan. 

Under the overall supervision of the Deputy FAO Representative in Afghanistan, the direct supervision of the Emergency and Rehabilitation Officer, Head of Programme Unit and in close coordination with the FAO Afghanistan Field Programme Development Team, Emergency and Resilience Team, Cash Transfers Team, Gender Action Team, relevant Technical Teams and the Operations Unit, the consultant will provide direct support to FAO work on durable solutions; more specifically: 

Emergency Programme Specialist (Durable Solutions) will provide technical guidance to Durable Solutions Working Group and related for a at country and regional level. The Emergency Programme Specialist (Durable Solutions) will work in the project implementation. 

Responsibilities 

The incumbent will be responsible for the following tasks:

  • Under the guidance of the Head of Programme Unit, ensure FAO regular participation, engagement, and contribution to the work of the UN Durable Solutions Working Group and related for a at country and regional level.
  • Maintain regular contacts and develop partnership and collaboration with UNHCR, UN Women, IOM, UNDP and other UN agencies and NGOs to ensure coordination and joint programming in the area of Durable Solutions, with particular focus on agriculture based livelihoods and cash based interventions.
  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;
  • Researches, analyzes and presents information gathered from diverse sources;
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.;
  • Participates in field missions, with other FAO Afghanistan teams, UN agencies and other relevant partners and stakeholders.;
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Advocates strategic partnership, best practices and policy dialogue in support of durable solutions promoting food and nutrition security, sustainable agriculture and food systems;
  • Plans, organizes and participates in capacity development activities related to Durable Solutions, involving the provision of technical advice and assistance, and oversees the development of related materials, tools and information kits.

Candidates Will Be Assessed Against The Following

Minimum Requirements:

  • Advanced University degree in political sciences, business administration, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or related fields
  • At least 3years of professional experience in in technical cooperation’s related activities, policy advice and analysis relating to refugees and returnees’ response, durable solutions, cash based programming, food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes.
  • Working knowledge (level C) of English. Limited knowledge (level B) of another FAO languages (French, Spanish, Arabic, Chinese or Russian) would be considered as an asset.
