Emergency Response Project Manager Sudan Gedaref

What you will do:

  1. Role and responsibilities

The Emergency Project Manager (EPM) will oversee the overall east and Central Area Office emergency response programme. The EPM will contribute to coordination, quality response, management, and reporting of activities under NRC’s ECHO-funded Rapid Response Mechanism (RRM), Cash Consortium of Sudan (CCS) and other related emergency projects at the Area Office level. You will support and provide technical supervision of emergency response teams in the field to respond to rapid onset crises related to conflict displacement and natural disasters, coordinating all emergency preparedness plans, minimum prepared actions (MPAs), and supervise emergency activities across NRC’s geographical spread Gedaref, Sennar and White Nile states. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with the Area Manager, Emergency Coordinator, Country Emergency Response Manager, Head of Programme, and relevant programme and support departments, including safety and security and cash and market-based programming

 

Key objectives for this role include:

 

  1. Line management for project staff.
  2. Adherence to NRC policies, guidance and procedures.
  3. Contribute to the development of Country, Area and Emergency strategies, initiate and participate in the development of relevant emergency and cash based projects.
  4. Coordinate and manage emergency and cash based project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  5. Implement technical direction and ensure high technical quality of projects.

 

Specific Responsibilities:

  1. Programme Development
  • Ensure availability of up-to-date needs assessment (both target geographical locations and population group) and verification of available data to inform assessment and response design as well as implementation plan.
  • With technical support from the ERM and APM, lead emergency, needs, feasibility and market assessments to inform emergency response and cash and markets programming.
  • Responsible for providing timely and methodical updates regarding needs and trends to the Area program manager, Area Manager, Emergency Response Manager, Head of Programme, and relevant programme and support team.

2.   Emergency Monitoring & Preparedness 

  • Regularly monitor and report on emergency trends. Using both external and internal information/data, provide updates related to NRC Sudan’s early warning indicators and emergency triggers on a monthly and adhoc basis;
  • Responsible for an up-to-date emergency preparedness plan (EPP) for the East and Central Area Office, reviewing of minimum preparedness actions on a regular basis;
  • Responsible for the development, tracking, and monitoring the completion of minimum preparedness actions (MPA), operation capacity assessment and providing regular updates to Area Management Team;

3.   Programme Management

  • Overall responsibility for effective and efficient coordination of the emergency preparedness and response programming, including interventions in cash and voucher assistance and market-based assistance, consistent with the project management cycle (including reporting to the desired quality and standard);
  • Overall budget management for emergency projects/portfolio implemented and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied;
  • Take an active role in leading and supervision of emergency programme cycle – from alert, assessment, distributions, to monitoring by ensuring technical direction, high technical quality and oversight in implementation, taking into consideration NRC’s project cycle management;
  • Responsible for providing technical and implementation support and guidance to field-based emergency staff in implementing NRC project(s), including but not limited to providing instructions on the trigger mechanisms, work plans, in close coordination and collaboration with the area management team as well as the relevant CC PDM/ Specialist;

4. Partnership Management

  • Build and maintain strong relationships with partners, ensuring effective communication, collaboration, and coordination throughout program implementation;
  • Work in coordination and collaboration with partners to undertake emergency, needs, feasibility and market assessments that will inform partner / NRC programming;

 

5.   Logistics, Finance, and Human Resource Management

  • Ensure appropriate financial and logistical NRC systems/ procedures are adhered to within the emergency response programming;
  • Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues;

6.   Coordination and Representation

  • Liaise and coordinate with UN and I/NGO partners, local authorities, and beneficiaries in planning and response to emergencies, preparedness, and contextual understanding of areas of operations;
  • Coordinate with senior representation at state level and promote strong working relationships with government counterparts;

What you will bring

Generic professional competencies: 

  • At least 3 senior years in a humanitarian programming environment / in a senior level project management position;
  • Previous working experience in implementing emergency programme cycle in complex, fragile, and volatile contexts;
  • Knowledge and skills in cash-based programming and market analysis;
  • Emergency response expertise, including Rapid Response Mechanisms (RRM) or Emergency Response Mechanisms (ERM);
  • Technical expertise in one of NRC’s Core Competencies (cash, Shelter/NFI, WASH, LFS, camp management), is added advantage.

 

Context/ Specific skills, knowledge and experience: 

  • Knowledge of the context in Sudan;
  • Arabic language skills is an advantage;
  • Experience in needs assessment, project monitoring and evaluation, and programme development;
  • Strong leadership skills and a supportive management style;
  • Experience of a flexible approach to managing and prioritizing a high and diverse workload;
  • Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels.

  • Salary/benefits: grade 8 on NRC’s salary scale.
  • Duration of Contract: 1 Year.
