Overview

Jhpiego is a nonprofit organization for international health affiliated with Johns Hopkins University and was founded in 1973 to create and deliver transformative health care solutions that save lives. Since 1989, Jhpiego has been collaborating with Government of Rwanda through Ministry of Health in improving the quality of health care for Rwandans through different projects. Currently Jhpiego is implementing different projects including a five years Tubeho USAID funded project aims to accelerate reductions in maternal, newborn and child morbidity and mortality.

The Ministry of Health is launching an impactful project aimed at enhancing Emergency Medical Services (EMS) to improve maternal, child and neonatal health outcomes in Rwanda. Over the past decades, Rwanda has made commendable progress in reducing maternal and child mortality, despite several challenges including delayed response to maternal, neonatal and child emergencies. This project aims to ensure timely, efficient, and high-quality emergency medical care to all maternal and child emergencies across the country. Therefore, Tubeho USAID Project is hiring two (2) Emergency Medical Services (EMS) Technical Officers seconded to the Ministry of Health and this role will be on national contract. Rwandan nationals are strongly encouraged to apply.

 

The two (2) EMS Advisors will play a pivotal role in this initiative, where they will develop protocols, guidelines and standard operation procedures (SOPs) to be used in ambulances and at Emergency departments in health facility to ensure standardized and efficient service delivery to all Maternal child and neonatal health emergencies across the country.

Responsibilities

Strategic Planning and Implementation

  • Collaborate with the Rwanda Biomedical Center (RBC) SAMU/EMS division and other stakeholders to develop and refine the strategic plans for strengthening MCH emergency services in Rwanda.
  • Support the design and implementation of MCH emergency services protocols, policies, and SOPs to ensure standardized and high-quality emergency care to country wide maternal and child emergencies.

Capacity Building and Training

  • Develop and deliver comprehensive maternal and child emergencies focused training programs for EMS personnel, including paramedics, non-physician anesthetists, nurses and midwives’ other healthcare providers involved in emergency care.
  • Provide mentorship and technical support to local EMS teams on effective use of ambulance fleet management system for improved maternal and child health outcomes.

Quality Improvement and Monitoring

  • Establish and implement a monitoring and evaluation framework to assess the effectiveness and impact of EMS interventions on maternal and child health.
  • Conduct regular quality assessments and audits of EMS services, identifying areas for improvement and recommending actionable solutions.
  • Generate and present biannually M&E reports to concerned stakeholders to drive continuous quality improvement initiatives in response to maternal and neonatal child emergencies.

Strengthen and oversee ambulance fleet management system for improved MCH emergencies response

  • Foster strong partnerships with key stakeholders and partners to empower all ambulances with the latest fleet management system.
  • Oversee and supervise all ambulance country wide through the fleet management system.
  • in project management, capacity building, and strategic planning within the Rwandan health sector.
  • In-depth knowledge of EMS systems, MCH emergencies protocols, and best practices.
  • Strong analytical and problem-solving skills, with the ability to use data to drive decision-making.
  • Excellent communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders.
  • Fluency in English and Kinyarwanda; proficiency in French is an asset.
  • Able to work outside regular office hours to meet project demands.
  • Ensure that all ambulances can provide standardized MCH emergency services.
  • Establish and ensure smooth functioning of MCH emergency services centers of excellence country wide.

Required Qualifications

  • Bachelor’s degree in general medicine with active license to practice as a medical doctor in Rwanda
  • 4 years of experience in a busy hospital setting where he/she has managed MCH emergencies.
  • Extensive knowledge of Rwandan Healthcare system with focus medical emergencies and intra hospital referral system.
  • Demonstrated experience in project management, capacity building, and strategic planning within the Rwandan health sector.
  • In-depth knowledge of EMS systems, MCH emergencies protocols, and best practices.
  • Strong analytical and problem-solving skills, with the ability to use data to drive decision-making.
  • Excellent communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders.
  • Fluency in English and Kinyarwanda; proficiency in French is an asset.
  • Able to work outside regular office hours to meet project demands.
