Org. Setting and Reporting
The United Nations Ethics Office was established by the Secretary-General as an independent Secretariat unit subsequent to the approval of the General Assembly at the 2005 World Summit (see Assembly resolution 60/1, para. 161 (d)). Having commenced operations on 3 January 2006, and in accordance with Secretary-General’s bulletins ST/SGB/2005/22 and ST/SGB/2007/11, the United Nations Ethics Office’s functions include: (a) Providing confidential advice and guidance to staff on ethical issues, including administering an ethics helpline; (b) Administering the Organization’s financial disclosure programme; (c) Administering the Organization’s protection against retaliation policy; (d) Developing standards, training and education on ethics issues, in coordination with the Office of Human Resources Management and other offices, and conducting ethics outreach; (e) Supporting ethics standard-setting and promoting policy coherence within the Secretariat and among the Organization’s funds and programmes. The position is located in the United Nations Ethics Office and the Ethics Officer will report to the Director through the Senior Ethics Officer.
Under the overall guidance of the Director and direct supervision of the Senior Ethics Officer, the incumbent will perform the following duties:
1. Provision of ethics advice: Provide timely and confidential ethics advice and guidance to the staff; Prepare draft advisory memos on issues relating to ethics and integrity; Draft ad hoc reports, position notes and presentations on issues relating to ethics and integrity, including conflict of interest management; Provide inputs for regular reports, including the Ethics Office’s annual reports, and other ad hoc reports upon request; Ensure provision of consistent ethics advice through interactions with other Ethics Office staff and review of case precedents; Conduct relevant research, including policy research, and prepare draft policy advice; Conduct review of staff regulations and rules, and other administrative issuances as required.
2. United Nations Financial Disclosure Programme (UNFDP): Assist in administering FDP in line with applicable rules and established procedures; Liaise with external service providers to ensure compliance with contractual obligations regarding the review of disclosure statements and recommend improvements to the programme; Provide guidance to staff members and the external reviewers on the provisions and application of Staff Regulations and Rules and administrative issuances governing conflicts of interest and financial disclosure as well as matters related to the UNFDP; Monitor compliance levels and prepare regular relevant statistics and ad-hoc reports on UNFDP performance; Work with other concerned offices, such as the Office of Human Resources (OHR), Executive Office of the Secretary-General (EOSG) and Office of Legal Affairs (OLA) on matters relating to the FDP, including referrals and requests for advice; Assist in regularly reviewing the implementation of the financial disclosure policy and making recommendations, as appropriate and necessary; Develop draft position papers and information materials concerning the financial disclosure programme and related matters; Coordinate with the Office of Information and Communications Technology (OICT) and monitor the performance of the IT platform supporting the UNFDP; and Assist in monitoring the implementation of the Memorandum of Understanding and Service Level Agreement with OICT.
3. Perform other duties, which may include: providing assistance in developing coherence within the UN system, developing training materials and programmes, delivering outreach sessions and briefing upon request by the Senior Ethics Officer and/or the Director of the Ethics Office; and performing other tasks as directed by the Senior Ethics Officer and/or the Director of the Ethics Office.

Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
Client Orientation: Considers all those to whom services are provided to be clients and seeks to understand clients’ point of view and concerns; Establishes and maintains productive partnerships with clients by gaining their trust and respect; Identifies clients’ needs and matches them to appropriate solutions; Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; and Keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.
Communication: Speaks and writes clearly and effectively; Listens to others, correctly interprets messages from others and responds appropriately; Asks questions to clarify, and exhibits interest in having two-way communication; Tailors language, tone, style and format to match the audience; Demonstrates openness in sharing information and keeping people informed; and Ability to communicate effectively and to deliver output with accuracy in a timely manner.
Advanced university degree (Master’s degree or equivalent degree) in public administration, business administration, law or international studies. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in ethics, compliance, administrative law or a related area, in a governmental or public sector organization is required.
Experience in interpreting conditions of service, duties and responsibilities, privileges and entitlements under the relevant Staff Regulations and Rules in a large international organization or provision of ethics advice is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
This position is temporarily available as soon as possible through 31 December 2023, with the possibility of extension subject to funding. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
