Evaluation Specialist

In his report on Shifting the management paradigm in the United Nations: ensuring a better future for all paragraph 61 (A/72/492), the Secretary-General indicated his intention to strengthen the evaluation capacity of the Secretariat.
In this context, this Generic Job Opening (GJO) for Evaluation Specialists is to create a pool of evaluation experts that would be available for programme managers across the UN Secretariat. This GJO includes detailed questions on evaluation-specific knowledge, skills and experience.
This pool will be available for viewing by all UN Secretariat entities and they will be able to search this pool based on their specific needs. UN Secretariat entities will directly reach out to the candidates, at which point they will also share Results of Service and other details related to their consulting assignment.
Consultants hired using this GJO are expected to conduct evaluations of various programmes and sub-programmes in the UN Secretariat.
Work Location
While the locations will vary according to those of the entities engaging the Evaluation Specialist, in some instances, it is expected that work might be performed remotely, from any location.
Expected duration
Duration of the assignment varies, depending on the UN Secretariat entity that is recruiting the consultant.
Duties and Responsibilities
Within delegated authority, the Evaluation Specialist will be responsible for a range of evaluation-related duties as specified in terms-of-reference documents by individual programme managers in various Secretariat entities.
Qualifications/special skills
Academic Qualifications: A minimum of a first-level university degree in Business or Public Administration, Management, Social sciences, or related fields.
Experience: A minimum of two years of experience in conducting evaluations is required.
Language: English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in English or French is required. Fluency in other UN official languages may be required in lieu of English or French depending on the recruiting UN entity.
