Overview:

IBTCI is recruiting an Evaluations and Assessments Team Lead for the upcoming Monitoring, Evaluation, Collaboration, and Learning Activity (MECLA) in Afghanistan. This role supports USAID/Afghanistan, the USAID Bureau of Humanitarian Assistance (BHA), and the Department of State’s Bureau of Population, Refugee and Migration (PRM).
This position will focus on delivering high-quality performance and impact evaluations, assessments, and learning activities to ensure that USAID programs in Afghanistan achieve their objectives and adapt effectively to changing contexts.
This position is contingent upon award, will be based in Kabul, Afghanistan, and will require traveling to USAID-funded project sites across Afghanistan.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Lead a team of technical analysts to provide high-quality evaluation and assessment services under the MECLA contract.
- Oversee evaluation designs, data analysis, and reporting for performance and impact evaluations, data quality assessments, and geographic or sectoral assessments.
- Coordinate technical inputs from local partners and stakeholders to harmonize methodologies and ensure cultural relevance.
- Design and implement performance evaluations, including mid-term and final evaluations, with actionable recommendations for adaptive management.
- Conduct impact evaluations using robust methodologies such as experimental and quasi-experimental designs.
- Develop scopes of work and manage data collection for sectoral and geographic assesments, ensuring gender-sensitive and inclusive evaluation practices.
- Facilitate the integration of evaluation findings into USAID’s programmatic decision-making processes.
- Provide technical inputs into training, learning, and communications to enhance evidence-based programming.
- Ensure the production of dissemination materials such as infographics and executive summaries to communicate findings to diverse audiences.
- Provide advisory assistance on the refinement of Mission strategy documents and performance management plans.
- Strengthen local partner capacities in evaluation design, implementation, and reporting through training and mentoring.
- Develop and oversee a comprehensive quality assurance plan for all evaluation activities.
- Maintain relationships with USAID/Afghanistan and other national and international partners, and other key stakeholders through frequent consultation.

Qualifications
Minimum Requirements:
- 10+ years of senior-level MERL experience on USAID-funded contracts, including technical leadership on large, complex projects.
- Minimum of 5 years of experience managing third-party monitoring, evaluations, and assessments for humanitarian projects in Afghanistan.
- Expertise in monitoring health, nutrition, WASH, protection, and infrastructure programs.
- Demonstrated knowledge of USAID MEL policies and best practices.
- Excellent management, communication, and organizational skills.
- Fluency in English is required; and fluency in Pashto and Dari required.
- Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
- Ability and willingness to work for extended periods in insecure and diverse environments.
- Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
- In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
Education: Bachelor’s degree in international development, social science, or a related field. Master’s degree preferred.
Preferred Knowledge, Skills and Abilities:
- Prior monitoring and evaluation experience in a comparable position.
- USAID experience in Afghanistan.
Working Environment: Work is typically performed in an office environment. The assignment will be based in Kabul, Afghanistan.
Physical Requirements: This is largely a sedentary position that requires the ability to talk, hear, and use hands to handle or feel objects, tools, or controls. Specific vision abilities required include close vision. The employee must occassionally lift or move up to 25 pounds.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in Kabul, Afghanistan.
