Executive Director – Thailand

HJF is seeking an Executive Director – Thailand to support activities based out of the Department of Retrovirology, Armed Forces Institute of Medical Sciences (AFRIMS), in Bangkok, Thailand. AFRIMS is an overseas research directorate of the Walter Reed Army Institute of Research (WRAIR) operating in support of U.S. Indo-Pacific Command and the U.S. Embassy in Bangkok.

The Executive Director ensures the successful implementation of administration and operational activities of HJF, which largely supports WRAIR’s Military HIV Research Program (MHRP) in addition to other research activities. This position is a key programmatic leader and is accountable for the performance of finance, procurement, contracting, facilities, IT, travel, communications, and human resource functions. The Executive Director serves as the primary point of contact between MHRP leadership, AFRIMS leadership, and HJF Program and Home Office stakeholders. Administration and operational support activities are provided for a highly diverse portfolio of medical research projects. These projects include infectious disease research (HIV, HBV, COVID, Gonorrhea, etc.) as well as PEPFAR implementation activities.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF’s support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Support the administrative and operational needs of the Department by directing its Research Support Division (RSD) which oversees all finance, procurement, contracting, information technology, human resources, fixed assets, maintenance, and other necessary activities. (20%)
  • Participate in the development and execution of the Department’s program management plans and practices as they pertain to the research site. Perform management studies and evaluations including, but not limited to, operational reviews and analyses; policy reviews and analyses; special project/program planning, design, and implementation. (5%)
  • Direct, coordinate, and conduct human resources (HR) actions within the Department and provide guidance and support to both HJF and HJF contracted staff on HR policies and procedures. Provide advice on manpower utilization, workflow, and operational procedures to increase efficiency and make overall improvements for the program. (10%)
  • Manage HJF’s contracting and purchasing actions within the Department, including requests for contracts and proposals, assuring full compliance with all contract requirements, schedules, and provisions in coordination with HJF’s Procurement and Subaward administrators. Oversee payment of vendor invoices, and coordinate the processing of purchase orders, supply sources, work orders, maintenance, and renovation requests. (10%)
  • Help to formulate project and program budgets, including estimates of out-year financial planning, in conjunction with senior departmental scientific staff and Principal Investigators. Monitor project and program expenditures to ensure that expenditures are in accordance with previous planning estimates and budgets. Collaborate with project staff to remain within agreed budgets. (20%)
  • Report to Program leadership on behalf of Department and AFRIMS Leadership as necessary and appropriate for program operations. Assist Program leadership to identify and pursue new projects within AFRIMS and elsewhere in the region. (5%)
  • Effectively engage HJF’s Home Office functional support units to resolve issues and problems, and to answer their requests for information and other assignments. (10%)
  • Proactively collaborate and problem solve with Program technical personnel; provide recommendations on all matters relevant to administrative and operational matters. Maintain a safe work environment and support a productive team environment. (10%)
  • Perform other duties as required. (10%)

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications

Education and Experience

  • Bachelor’s Degree in Business or Life Sciences. Master’s Degree preferred.
  • Minimum of 9-10 years experience required. 5+ years of experience working in Thailand is preferred.

Licenses and Certifications

  • Project Management Professional (PMP) or equivalent preferred.

Required Knowledge, Skills and Abilities

  • Must have experience working in Thailand. Thai language proficiency is highly desired.
  • Demonstrated abilities in leadership and management of complex issues in a multi-stakeholder, multi-cultural organization.
  • Administrative program management experience in international settings, preferably in Thailand, is required.
  • Highly skilled and proficient computer and Excel skills are required, including the ability to quickly conduct data analysis and create forecasts from diverse, distributed data sets and spreadsheets. Experience in using and managing Office365 products, including Teams, SharePoint, Power Automate, Power BI, and other products, is desired.
  • Knowledge of medical research, specifically clinical trial budgeting and management, is strongly preferred.
  • Knowledge of US Government procurement and contracting practices and policies – Federal Acquisition Regulations, Uniformed Guidance, Office of Management and Budget (OMB), etc.
  • Program management experience within a life science focused organization.
  • Ability to communicate effectively, including excellent verbal, written and people skills.
  • Ability to interact with various governmental and non-governmental organizations and institutions across sectors.
  • Ability to independently troubleshoot administrative and operational tasks and challenges to promote US best practice standards within the context of Thai culture.
  • Ability to adapt to a round-the-clock work environment with multiple, and often competing expectations and directions from different stakeholders.
  • Ability to occasionally travel to Home Office and other international locations.
  • Experience with medical research and clinical trials is preferred.
  • Ability to obtain and maintain a T1/Public Trust background check.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $120,600-$175,000. Actual salary will be determined based on experience, education, etc.
