TAP-EDM Description:
The Technical Assistance Partnership – Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 250 Canadian experts via 80-100 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights, and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada.
TAP-EDM is a four-year C$18,750,000-million-dollar project funded by Global Affairs Canada (GAC) and managed by Alinea International.
About the work
INNpulsa is the National Government’s entrepreneurship and innovation agency, which, along with the Ministry of Trade, Industry and Tourism, implements and integrates the national strategy for reindustrialization and the closing of social and territorial gaps, through entrepreneurship, innovation, the development of the popular economy and the strengthening of Colombian MSMEs.
To achieve the Colombian government’s national objectives on climate action and inclusive green growth, INNpulsa has developed several inclusive entrepreneurship programs in circular economy and environmental sustainability for MSMEs.
The main challenge INNpulsa faces in implementing these programs is to develop metrics and MEL tools to uncover the effectiveness, outcome and impact of its programs.
Additionally, support is required to enhance strategic data for improving environmental programs and achieving carbon footprint and climate change targets. Obtaining this data will optimize results in gender equality and social inclusion, (GESI) while identifying barriers that limit the participation of vulnerable groups.
The Colombian government has requested support from the Canadian government through the TAP-EDM project to share its expertise in monitoring and evaluation, (M&E) of environmental impact, and GESI in entrepreneurship programs of circular economy and environmental sustainability for MSMEs.
The Role The objective of this initiative is to strengthen INNpulsa’s institutional capacity to measure and monitor key indicators of its circular economy and environmental entrepreneurship programs, with the aim of generating data to improve its inclusive green growth programs and policies, including indicators on GESI.
Role Deliverables:
1. Develop a detailed work plan, in close consultation with stakeholders and prepare the final report for this initiative.
2. Review legislation, directives, regulations, documentation, evaluation reports and data collected on the NúcleoE program to analyze the goals and objectives of these programs and propose revisions to existing indicators and monitoring and evaluation tools.
3. Design and develop a performance M&E framework, with robust indicators and data collection methodologies to assess the results and impact of the NúcleoE program, including indicators to measure environmental impact and GESI.
4. Assess the M&E and data analysis capacity of key INNpulsa staff and, based on the results obtained, design training, capacity building and mentoring workshops, using a “train-the-trainer” approach.
5. Establish processes and systems that allow for continuous M&E of data and results throughout the programs’ life cycle. For this project, a route for the NúcleoE program will be created with the aim of making it replicable for any INNpulsa program.
6. Develop and implement an automated M&E platform, including technology and protocols for regular data collection, INNpulsa staff training, and platform user manuals, codes and guidelines.
7. Conduct a pilot monitoring test and apply adjustments to the system.
8. Promote the TAP-EDM project and share their experience with Alinea International staff assigned through public engagement activities and communication with the society, before, during and after the TAI and upon their return to Canada.
Required Qualifications:
a) Expert in Environmental Sustainability and Circular Economy, with experience in Gender Equality and Social Inclusion.
- Minimum 8 years of experience in managing environmental sustainability and circular economy projects, working with vulnerable communities and implementing GE approaches.
- Postgraduate degree in related areas, such as Environmental Sciences, Sustainable Development, Environmental Engineering or similar fields; with additional studies in Sociology, Anthropology, International Development, Human Rights or related fields.
b) Expert in Development of Data Collection and Monitoring Technology and Platforms
- Minimum 8 years of experience developing technological solutions for data collection and analysis.
- University degree or postgraduate degree in Computer Science, Computer Engineering, data analysis or similar fields.
Essential qualifications for a & b:
- Experience and expertise in the above Role Deliverables 1 to 7.
- Proficiency in Spanish (spoken and written) and working knowledge/cultural understanding of Latin America and/or Colombia.
