How can you make a difference?

The Young People’s Resilience, Connectedness and Empowerment (Young People’s) Programme, UNICEF Thailand Country Office is seeking a national individual consultant to provide professional technical and operational assistance as well as coordination with partners and stakeholders (e.g., the National Economic and Social Development Council (NESDC) and the Ministry of Labour (MOL)) to support the implementation of the transition to work and employability portfolio of the Young People’s programme, with a focus on the pilot of integrated services for Youth Not in Education, Employment or Training (NEET) in a number of provinces, including Udon Thani, Nakhon Ratchasima and in the four southern border provinces of Songkhla, Yala, Pattani and Narathiwat. Specifically, the consultant is expected to carry out knowledge management work through field monitoring visits to pilot project sites and document lessons learned to support the implementation and delivery of concrete and sustainable programme results.

 

Work Assignment:

Assignment 1: Provide support to the Young People section in conducting programme field visits to the pilot of integrated services for youth NEET pilot sites (at least once per site). This includes collecting information from partners/stakeholders to assess progress according to the pilot’s Monitoring and Evaluation (M&E) framework; determine bottlenecks; provide technical support; take appropriate actions to resolve issues in consultation with the supervisor.

Expected deliverable: Detailed programme field visit reports (at least 6) and 3 Human Interest Stories

Delivery schedule: Within 2 weeks of the field visit – 25 working days in total (payment will be based on actual days in the field).

 

Assignment 2: Contribute to the development of one donor report, compiling relevant data and information per the required reporting template.

Expected deliverable: The draft donor report.

Delivery schedule: 10th June 2024 – 6 working days in total.

 

Assignment 3: Document the content and results of 6 capacity development training for youth mentors serving in the pilot of integrated services for youth NEET and develop a standard capacity building package for youth mentors that can be used across all pilot sites.

Expected deliverable: Training report including outcome, challenges and lessons learned and standard capacity building package developed.

Delivery schedule: 15th July 2024 – 15 working days in total.

 

Assignment 4: Develop a comprehensive knowledge management and lessons learned report (at least 20 pages) and a PowerPoint, documenting the implementation of the pilot of integrated services for youth NEET, describing activities and results in each province, and disseminate results (either through face-to-face or online workshop), among relevant stakeholders including, but not limited to, the NESDC and MOL.

Expected deliverable: The lessons learned report and PowerPoint presentation.

Delivery schedule: 15th December 2024 – 15 working days in total.

 

Payment will be made upon invoice submission highlighting completion of deliverables as per the below schedule.

Duration of Contract:  1 May 2024 – 31 January 2025

 

Duty Travel:  The consultancy can be performed remotely, but regular meetings in office are expected on a bimonthly basis. Travel is expected to pilot project sites upon prior approval.

 

 

To qualify as an advocate for every child you will have…

• An advanced university degree in one of the following fields is required: education, labor economics, anthropology, psychology, sociology, or another relevant technical field.

• A minimum of five years of experience in social development planning and management in adolescent development related areas is required, preferably on issues of youth employability, education, school to work transition and NEETs.

• Proven work experience related to results tracking, knowledge management, budget monitoring and donor report is required.

• Strong experience of working with government counterparts in the country is an asset.

• Proven ability to produce high quality technical reports.

• Fluency in Thai and English with excellent English writing skills.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
